The Chairman of the People's Committee of Bac Ninh province also directed the units to maintain forces, prepare materials, vehicles, machinery and equipment to protect the dike. At the same time, proactively operate forced drainage pumps into the river according to the operating procedures approved by competent authorities, while ensuring the safety of the dike against floods; proactively review and deploy the evacuation of flooded households in riverbank areas to ensure safety. Units need to promptly report to the Department of Agriculture and Environment (through the Irrigation Sub-Department) for synthesis and advice to the Chairman of the Provincial People's Committee for direction and operation.

Due to the impact of heavy rain after storm No. 11, on Cau River, Thuong River, and Ca Lo River, there were exceptionally large floods, exceeding historical floods (the flood peak of Cau River at Phuc Loc Phuong at 9:00 p.m. on October 9 was 9.98 m, exceeding the historical flood in 2024 by 0.58 m; Thuong River at Phu Lang Thuong at 3:00 a.m. on October 9 was 7.60 m, exceeding the historical flood in 1986 by 0.08 m). The dike system of Bac Ninh province had 61 incidents on the dike routes.

Currently, floods on rivers in Bac Ninh remain at high levels (fluctuating at peak levels and receding very slowly). Water levels on rivers at noon on October 10 on Thuong River at Cau Son were 17.16m, at Phu Lang Thuong 7.49m; on Cau River at Phuc Loc Phuong 9.85m, at Dap Cau 7.45m.

Previously, Vice Chairman of Bac Ninh Provincial People's Committee Le Xuan Loi requested the Department of Agriculture and Environment to preside over and coordinate with relevant sectors and localities to inspect key areas, closely monitor water levels on river banks, review dykes and irrigation works to detect incidents (landslides, avalanches, extrusion lines, etc.) to handle them promptly from the first hour.

At the same time, direct the One Member Limited Liability Companies exploiting irrigation works in the province to urgently operate the pumping stations in accordance with the operating procedures after the flood recedes, ensuring the fastest drainage for flooded areas. Departments, branches, sectors and localities, according to their functions and tasks, urgently organize the review, assessment and statistics of damage caused by storm No. 11, ensuring impartiality, objectivity and honesty in damage statistics, reporting to the Department of Agriculture and Environment to propose timely support to soon stabilize people's lives.
