At the Tuyen Quang province bridge, comrade Vuong Ngoc Ha, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee attended and chaired. Also attending were comrade Le Thi Thanh Tra, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council and leaders of the provincial departments and branches.
On November 27, 2024, at the 8th session, the 15th National Assembly passed Resolution No. 163/2024/QH15 on approving the investment policy of the National Target Program on Drug Prevention and Control until 2030. The implementation period is from 2025 to 2030, with a total budget of more than VND 22,450 billion from the central and local budgets and other legal sources.
On March 13, 2025, the Government issued Resolution No. 50/NQ-CP on the plan to implement Resolution No. 163/2024/QH15 of the National Assembly. Then, on September 8, 2025, the Ministry of Public Security issued a Decision approving the National Target Program on Drug Prevention and Control until 2030, clearly identifying key tasks and specific solutions to organize synchronous and effective implementation.
The program is concretized into 9 major projects, covering all three areas of supply reduction, demand reduction and harm reduction, with the general goal of: Promoting the combined strength of the political system and the entire population in drug prevention and control; focusing on grassroots areas; synchronously implementing solutions to reduce supply, demand and harm; contributing to building a safe and healthy society, promoting socio-economic development.

Target by 2030: Nationwide, at least 50% of communes, wards, and special zones will be drug-free; 100% of locations organizing, harboring illegal drug use, drug retailers, and areas illegally growing plants containing drugs will be discovered and destroyed. Every year, the number of drug-related crimes discovered and arrested in border areas by land, sea, air, and express delivery will increase by over 3%; the number of organized, transnational cases will increase by over 3%; the number of cases taking advantage of cyberspace will increase by over 5%; ensuring facilities and maintaining treatment for at least 50,000 people addicted to opioids...
At the conference, delegates were informed by the leaders of the Ministry of Public Security about the current drug situation and the requirements for the implementation of the National Target Program on Drug Prevention and Control until 2030. Leaders of central ministries, branches and localities discussed the current situation, difficulties and proposed many solutions to successfully implement the Program such as: Improving the effectiveness of the fight against drug crimes in key areas, border areas, and at sea; strengthening coordination in drug prevention and control propaganda for students, workers in industrial parks; building drug-free communes and wards; mobilizing the overall strength of the political system and the entire population to implement the Program...
In his concluding remarks at the conference, Prime Minister Pham Minh Chinh emphasized: Drug prevention and control is an important task, both urgent and long-term, requiring the drastic and synchronous participation of the entire political system and the entire population. Drug prevention and control is not only the task of the functional forces but also the responsibility of the entire society. Each level, each sector, each citizen needs to raise awareness and take specific actions, contributing to building a safe, healthy, drug-free community.
The Prime Minister requested ministries, branches and localities to thoroughly grasp the Party and State's guidelines on drug prevention and control; identifying this as a regular political task, linked to socio-economic development, ensuring security, order and safety for the people. Ministries, branches and localities need to proactively and closely coordinate to effectively implement projects and sub-projects; focus on fighting and destroying transnational drug trafficking and transportation networks, not allowing Vietnam to become an international drug transit area.
The Prime Minister requested localities to proactively develop implementation plans suitable to actual conditions; integrate the Program with movements: All people protect national security, build new rural areas, civilized urban areas, ensure drug prevention and control work is closely linked to sustainable development goals. At the same time, strengthen propaganda, education, and mobilize people to raise awareness, proactively prevent and not participate in drug abuse.
