In recent times, the health sector in Lao Cai province has intensified the implementation of administrative procedure reforms, contributing to improving the quality of healthcare and protecting the health of the people.

Arriving at the Outpatient Department of the Tran Yen Regional Health Center early in the morning, there was already a large number of patients registering for examination and treatment, but there was no crowding because the medical staff provided attentive guidance, everyone sat in orderly lines, took numbered tickets, and the automated system called their turn for examination.

Notably, the Tran Yen Regional Health Center has improved its medical examination and treatment procedures, arranged a waiting area with seating, and established a social work team to welcome, guide, and advise patients during the examination and treatment process. Furthermore, the Center has applied information technology in management and operation, connecting online with commune health stations to implement weekly tasks promptly and effectively.

It has been learned that, apart from the Tran Yen Regional Health Center, all medical examination and treatment facilities in the entire Lao Cai health sector are implementing scientific procedures linked to administrative reforms such as: simplifying procedures and processes for medical examination and treatment, publicly and transparently listing medical services; installing maps and signs to guide people to departments... Along with that, units in the sector are also strengthening the application of information technology in management and operation. To date, 100% of medical examination and treatment units, facilities, and commune/ward health stations have implemented data linkage for medical examination and treatment.

To achieve these results, the health sector directed its affiliated units to implement the annual plan, promote administrative reform through the sector's newsletter, and promptly commend and reward collectives and individuals who performed well in administrative reform. In addition, the health sector issued documents to implement the control, review, and evaluation of administrative regulations and procedures in 2025. The Department regularly updated and promptly publicized the amended, supplemented, and newly issued administrative procedures under its jurisdiction on the Department of Health's Electronic Information Portal and updated the interconnectedness with the National Public Service Portal.

From the beginning of the year until now, healthcare facilities have implemented cashless payments for medical examinations and treatments, reaching 188,110 out of 378,935 transactions.

To date, there are 176 administrative procedures (153 at the provincial level and 23 at the commune level). The Department has also regularly and intensively promoted and implemented the reduction of 76 out of 135 administrative procedures implemented at the one-stop service center, specifically those within the Department's scope and functions of state management. In addition, 65 administrative procedures at the provincial and commune levels have registered for full-process online public services, with 57 out of 135 procedures being implemented at the one-stop service center.

On the other hand, the digitization of records and administrative procedure resolution results, as stipulated by the Government in Decree 45/2020/ND-CP dated April 8, 2020, and Decree 107/2021/ND-CP dated December 6, 2021, has been implemented. This digitization is linked to the performance of duties by officials and civil servants in the process of resolving administrative procedures. After the merger, the Lao Cai Department of Health received 1,222 records, 1,114 of which were resolved (100% on time), and 108 are currently being processed (100% on time). Simultaneously, the review, evaluation, and updating of administrative procedures have been intensified in the implementation of the two-tiered local government system, specifically through the implementation of 28 Government decrees on the decentralization of administrative procedures, internal administrative procedures, and the entire process.

To ensure that administrative procedure reform is truly effective, Deputy Director of the Department of Health Nguyen Trung Hieu stated: Along with the synchronized implementation of solutions throughout the sector, the Department regularly monitors and directs departments and units to update, research, and review legal documents to control published administrative procedures, creating favorable conditions for citizens and businesses. At the same time, it continues to advise on and submit for publication the list of revised and supplemented administrative procedures whenever legal documents are adjusted or changed as announced by ministries and sectors.

In addition, the health sector is determined to resolve 100% of administrative procedures in accordance with regulations, processes, and deadlines; and to promote the provision of online public services for administrative procedures of the Department of Health and new administrative procedures in the health sector.

With a determination to innovate and improve the quality of operations, the administrative procedure reform solutions of the health sector in Lao Cai have made breakthroughs, creating patient satisfaction - which is the goal of the sector in the coming stages.
