
According to Mr. Tran Dinh Trach, Vice Chairman of the Provincial Veterans Association, the Association at all levels has actively promoted, mobilized, gathered and united cadres, members as well as the community and social organizations, to raise awareness and responsibility in environmental protection. The Standing Committee of the Provincial Veterans Association has issued and implemented many plans to build a model of "self-managed veterans protecting the environment", attracting the active participation of a large number of members.
A typical model is the Self-managed Veterans Club for Environmental Protection in Trai Dinh Village, Dam Ha Commune (old), established in June 2023 with 22 members who are exemplary and prestigious in Trai Dinh Village. To support the Club's activities, the Association of Veterans in Dam Ha District (old) provided 60 trash bins and 30 racks, with a total cost of 45 million VND.
Mr. Dang Trieu Phong, Vice Chairman of the Association of War Veterans of Dam Ha Commune, said: After more than 2 years of operation, the Club has operated stably and effectively. Not only collecting waste, but also raising people's awareness in environmental protection; people's awareness is increasingly improved. After implementing the 2-level government model, Dam Ha Commune was merged with 4 more communes and has completed the Executive Committee and Standing Committee of the Association of War Veterans of the Commune. Currently, the Association is continuing to expand self-managed clubs, groups and teams of war veterans on environmental protection in villages throughout the commune.
In Binh Luc Ha neighborhood (Dong Trieu ward), environmental protection work has been integrated into the emulation movement of the neighborhood's Veterans Association for many years. With responsibility and prestige, the Veterans Association members always actively contribute to the advisory work for the Party cell and the neighborhood leadership, aiming to innovate and improve the quality of environmental protection activities from each household to the entire residential area. Veterans Association member Nguyen Manh Ngát, Party cell secretary and head of Binh Luc Ha neighborhood, shared: "Cadres and members of the Veterans Association in the neighborhood are truly the core force in the environmental sanitation movement. The members of the association are always exemplary, contributing to the completion of the targets and resolutions on building a civilized, green, clean and beautiful neighborhood."
The elderly veterans who still enthusiastically participate in environmental sanitation campaigns have become familiar and close to the people. They are ready to clear bushes, sweep from small alleys to main roads, and maintain a bright, green, clean, and beautiful appearance for the neighborhood. That is also the pride and determination of the people in maintaining environmental criteria and building a cultural neighborhood.

As of July 2025, the whole province has maintained and promoted the effective operation of 93 self-managed Veterans' Clubs, groups, and teams for environmental protection, with nearly 4,000 members, typically units such as: Dong Trieu Ward Veterans' Association, Ha Long Ward Veterans' Association, Bai Chay Ward Veterans' Association, Ba Che Commune Veterans' Association, Mong Cai 3 Ward Veterans' Association...
The self-managed clubs, groups and teams of war veterans operate mainly on weekends, 2-4 times/month. Each club has 20-50 participants; small groups usually have 8-15 people. Of which, war veterans' association members account for at least 50% of the force, the rest are youth union members, women's union members, and the elderly. Currently, the self-managed clubs and teams of war veterans are in charge of nearly 300km of roads, 12km of coastline, 20km of canals, 135ha of rice fields, collecting an average of over 60 tons of waste every month.
In addition to environmental sanitation work, the Veterans Association also actively participates in protecting forest resources. Many members have directly participated in managing, protecting, caring for and planting dozens of hectares of protective forests, mangrove forests, and protecting sustainable forest ecology. A typical example is veteran Tran Van Luyen (Hai Yen 5 quarter, Mong Cai 3 ward) who boldly planted and developed 2 hectares of giổi trees, a precious wood suitable for local soil and climate conditions. This model is being visited and learned by many veterans to replicate. This activity not only helps prevent forest fires and protect natural resources, but also contributes to developing the forest economy and raising community awareness in exploiting and using forests sustainably.
In coastal localities such as Tien Yen commune, Quang Ha commune, Ha An ward, Lien Hoa ward..., self-managed veteran clubs, groups and teams have participated in protecting nearly 500 hectares of mangrove forests and 300 hectares of lakes and ponds, keeping the aquatic ecosystem clean and free of waste.
To continue promoting the achieved results, the Provincial Veterans Association will continue to direct all levels of the association to maintain and improve the quality of environmental protection work, associated with the "Exemplary Veterans" movement in the locality. Veterans continue to be the core force, coordinating with mass organizations to build a civilized lifestyle, create clean and beautiful landscapes, build new rural areas, civilized urban areas; at the same time maintain security and order and traffic safety.
