The National Assembly Chairman said that at this session, the National Assembly Standing Committee reviewed and gave opinions on 37 contents.

Regarding legislative work, the National Assembly Standing Committee reviewed and commented on 22 draft laws and resolutions to be submitted to the National Assembly for approval at the 10th Session. Many of these contents were directly related to key areas such as: perfecting tax policies, organizational structure, human rights, innovation and national digital transformation...

The National Assembly Chairman reiterated the General Secretary's request when giving a directive speech at the first National Assembly Party Congress, that legislative work must not only stop at overcoming overlaps, contradictions, and bottlenecks, but must also go ahead, pave the way, and lead the country's development, encourage creativity, liberate all labor, and unleash all resources for development.

From there, the National Assembly Chairman suggested that when discussing, delegates need to demonstrate innovative thinking, long-term vision, create a synchronous, modern, breakthrough legal framework, and create new momentum and space for national development.

" At the 9th session, we passed 34 laws and amended the Constitution with a very urgent, serious and responsible working spirit among agencies. A few days ago, the Government submitted 42 laws and 3 resolutions to the Politburo for comments before submitting them to the 10th session ," said the National Assembly Chairman.

The second group of issues that the National Assembly Standing Committee commented on at the meeting were reports on socio-economics, the State budget, people's petition work, and reports summarizing the implementation of 5-year plans submitted to the National Assembly.

This is important content, the basis for planning policies for the 2026-2030 period, aiming to achieve the country's 100-year strategic goals. Some of the contents were discussed by the Central Executive Committee at the recent conference.

" I suggest that you carefully consider to properly and fully institutionalize the major policies and orientations decided by the Central Committee, especially issues on growth quality, labor productivity, green transformation, digital transformation, economic restructuring and ensuring social security, " the National Assembly Chairman noted.

In addition, according to the National Assembly Chairman, it is necessary to propose truly breakthrough solutions and policies, together with perfecting the legal framework from the draft laws submitted at this session, to form a synchronous institutional and policy foundation, creating a strong driving force for the country in the 2026-2030 period.

" Next, the National Assembly Standing Committee gave opinions on four important issues to be submitted to the National Assembly: investment policy for the National Target Program on modernization and improvement of education and training quality for the 2026-2035 period; adjustment of the National Master Plan for the 2021-2030 period; submission to the National Assembly for ratification of the Agreement in the field of foreign affairs at the request of the President; and personnel work ," the National Assembly Chairman stated.

In addition, a number of other tasks were considered at this meeting, including: giving opinions for the third time on the preparation for the 10th Session of the 15th National Assembly; guiding the determination of the expected structure, composition and allocation of the number of candidates nominated for election to People's Councils at all levels for the 2026-2031 term; allocating estimates and plans for public investment from the central budget in 2025; environmental protection tax rates for gasoline, oil, and grease in 2026...

The National Assembly Chairman said that on the afternoon of October 15, the Standing Committee of the National Assembly Party Committee and the Standing Committee of the Government Party Committee will meet to review and reach a final consensus on the contents to be submitted to the National Assembly. On October 19, a meeting will be held with the Party Cell Leader to clarify a number of issues for the session.

" I request that members of the National Assembly Standing Committee, leaders of agencies and units promote a high sense of responsibility, concentrate their intelligence, discuss frankly, contribute valid opinions, ensure that all content presented to the National Assembly must be truly politically mature, legally solid, thorough in documents and practically feasible, contributing to the success of the 10th Session, closing with full responsibility and results the term of the 15th National Assembly, " said the National Assembly Chairman.
