These are figures provided by Hanoi Statistics in the first week of October 2025. Accordingly, Hanoi has more than 8,000 enterprises returning to operation, up 4.9% over the same period; 24,100 enterprises temporarily suspending operations, up 19%; and 5,300 enterprises dissolving, up 56.6%.
The rate of online business registration applications reached 100%, demonstrating the effectiveness of digital transformation and administrative procedure reform in the field of business registration. The processing of applications was carried out on time, creating convenience for people and businesses, contributing to improving Hanoi's Provincial Competitiveness Index (PCI).

These figures show that the investment and business environment in Hanoi continues to maintain its recovery momentum. Policies to support production, promote innovation, encourage start-ups and restructure enterprises are showing clear effectiveness.
The picture of industrial production also recorded a positive trend. The results of the survey on business trends in the processing and manufacturing industry in the third quarter of 2025 showed that 26.8% of enterprises assessed the production and business situation as better than in the second quarter; 47.4% of enterprises said that the situation was stable; only 25.8% of enterprises said that they were still facing difficulties. According to enterprises, orders and market demand are gradually increasing again, especially in the consumer products, electronics and precision mechanics - the key sectors of Hanoi's industry.
Forecasting for the fourth quarter of 2025, most businesses believe that the production and business situation will continue to improve. 32.3% of businesses forecast that operations will be better than the previous quarter; 48.8% said it was stable; only 18.9% said it would be difficult. Notably, the level of optimism increased sharply in the state-owned enterprise sector, with 45% of businesses forecasting that production and business in the fourth quarter will be stable or better. This rate is 34.6% in the foreign-invested enterprise (FDI) sector and 30.9% in the non-state enterprise sector.
These results show that the business community's confidence in Hanoi's investment and business environment is being strengthened. The city continues to synchronously deploy solutions to support businesses such as reforming administrative procedures, expanding online public services, supporting digital transformation, promoting trade, connecting supply and demand and encouraging innovation.
With the positive recovery momentum over the past nine months, the business sector is expected to continue to be an important driving force to promote the capital's economic growth in the last quarter of the year and throughout 2025, contributing to the completion of the socio-economic development goals set by Hanoi.
In September 2025 alone, the city issued 3,063 new business registration certificates, an increase of 58.7% over the same period last year; total registered capital reached VND 31,800 billion, an increase of 90.1%. At the same time, 572 enterprises resumed operations (up 14.2%), 1,252 enterprises temporarily suspended operations (up 26.3%) and 1,088 enterprises dissolved, 1.9 times higher than the same period in 2024. |
