
The resolution aims to leverage the combined strength of the political system, under the leadership of the Party, the management of the government, the close coordination of various sectors, and the participation of the entire population, to continue to curb, stop, and repel drug-related crimes and social evils; to organize early and proactive prevention, and to effectively combat and prevent the infiltration of drugs into the city in all forms; and to resolutely prevent Hai Phong from becoming a drug production and transit hub.
Hai Phong focuses on building communes, wards, and special zones into true "fortresses" in drug prevention and control; resolutely preventing the formation of locations for organizing, harboring, and illegally using drugs, as well as individuals involved in the illegal buying and selling of drugs at the grassroots level. Hai Phong also ensures adequate infrastructure and human resources; improves the quality and effectiveness of drug rehabilitation and treatment; and gradually and sustainably reduces the number of drug addicts and illegal drug users... contributing to a reduction in crime and legal violations, creating a safe environment and a healthy area to serve socio -economic development and protect the lives of the people.
Hai Phong has set specific targets for three phases: from now until the end of 2027; from 2028 to the end of 2030; and from 2031 to 2035.
Specifically, by the end of 2025, Hai Phong will implement solutions to successfully build 30% of its communes, wards, and special zones into drug-free areas (Hai Phong currently has 114 such communes, wards, and special zones). By 2027, the goal is to maintain the number of communes, wards, and special zones already established and build an additional 15% into drug-free areas. Phase 2 will successfully build another 15% into drug-free areas. In Phase 3, the goal is to continue maintaining and building the remaining 40% into drug-free areas.
Speaking at the conference, Major General Bui Quang Binh, Director of the Hai Phong City Police, affirmed that building drug-free areas is the first step towards building localities into crime-free areas.
To implement the above Resolution, Major General Bui Quang Binh suggested that the number of people involved in drug-related activities should be assessed based on population data. Relevant agencies must regularly update this database according to the criteria of "accurate, complete, clean, and active." Local leaders, especially Party Secretaries of communes, wards, and special zones, must develop numerous anti-drug campaigns and implement these campaigns in diverse and varied forms to create resistance among the people against drugs.
According to the Resolution, Hai Phong has set forth nine specific solutions, including: Strengthening the role and responsibility of Party committees, Party organizations, government agencies, the Fatherland Front, and mass organizations at all levels, especially the pioneering and exemplary role of each cadre, Party member, civil servant, public employee, union member, and association member. Hai Phong will also promote the core role of specialized agencies; improve the effectiveness of drug rehabilitation; manage and educate drug addicts and those who have completed rehabilitation; and strengthen and prioritize resources for drug prevention, control, and combating...
The city is also strengthening international cooperation in the fight against drug-related crimes, drug rehabilitation, and drug treatment. To implement the Resolution, Hai Phong continues to promote the creative and effective application of science, technology, and especially information technology and digital technology in the work of drug prevention and control, and drug addiction management.
To ensure the Resolution is truly implemented, Hai Phong has determined that it is necessary to continue strengthening the responsibility of families, schools, and society as a whole in preventing law violations; ensuring social security and welfare, and improving the material and spiritual lives of the people…
Agreeing with the issuance of the Resolution, Hai Phong City Party Secretary Le Tien Chau instructed the City Party Committee Office to coordinate with relevant agencies to finalize the Resolution, promptly adjust criteria, objectives, and tasks if necessary, ensure feasibility, and prioritize resources for the implementation of the Resolution to soon achieve the goal of "Building Hai Phong into a drug-free city".
