
The Resolution aims to promote the combined strength of the political system, under the leadership of the Party, the management of the government, the close coordination of sectors and the participation of the entire population to continue to restrain, stop and repel crimes and drug abuse; organize early and remote prevention, effectively fight to prevent drug smuggling into the city in all forms; determined not to let Hai Phong become a drug production and transit area.
Hai Phong focuses on building communes, wards and special zones into real "fortresses" in drug prevention and control work; resolutely not allowing the formation of locations for organizing, harboring, illegally using drugs, and subjects illegally buying and selling drugs in the local area. Hai Phong also ensures facilities and human resources; improves the quality and effectiveness of drug addiction treatment and rehabilitation work; gradually and sustainably reduces the number of drug addicts and illegal drug users... contributing to reducing crime and law violations, creating a safe environment, healthy areas serving socio -economic development and protecting people's lives.
Hai Phong has set specific goals for three stages: from now until the end of 2027; from 2028 to the end of 2030 and from 2031 to 2035.
Specifically, by the end of 2025, Hai Phong will implement solutions to successfully build 30% of communes, wards, and special zones into drug-free areas (Hai Phong currently has 114 communes, wards, and special zones). By 2027, maintain the number of communes, wards, and special zones that have been built and build an additional 15% of communes and wards into drug-free areas. In phase 2, the next 15% of communes and wards will be successfully built into drug-free areas. In phase 3, the remaining 40% of communes and wards will continue to be maintained and built into drug-free areas.
Speaking at the conference, Major General Bui Quang Binh, Director of Hai Phong City Police, affirmed that building drug-free areas is the first step to building localities into crime-free areas.
To implement the above Resolution, Major General Bui Quang Binh suggested that it is necessary to assess the number of people involved in drugs based on population data. The authorities must regularly update this database according to the criteria of "correct, sufficient, clean, and alive". The heads of localities, especially the Party Secretaries of communes, wards, and special zones, must build many anti-drug movements and need to deploy movements in many diverse and rich forms to create "resistance" among the people against drugs.
According to the Resolution, Hai Phong has proposed 9 specific solutions such as: Strengthening the role and responsibility of Party committees, Party organizations, authorities, the Fatherland Front and organizations at all levels, especially the pioneering and exemplary role of each cadre, Party member, civil servant, public employee, union member and association member. Hai Phong will also promote the core role of specialized agencies; improve the effectiveness of drug rehabilitation work; manage and educate drug addicts and post-rehabilitation drug addicts; strengthen and prioritize resources for drug prevention, control and combat...
The city also strengthens international cooperation in the fight against drug crimes, drug addiction treatment and rehabilitation. To implement the Resolution, Hai Phong continues to promote the creative and effective application of science, engineering, technology, especially information technology and digital technology in the work of preventing, combating and controlling drugs, and managing addicts.

Agreeing with the issuance of the Resolution, Hai Phong City Party Secretary Le Tien Chau assigned the City Party Committee Office to coordinate with relevant agencies to complete the Resolution, promptly adjust criteria, goals and tasks if necessary, ensure feasibility and prioritize resources for the implementation of the Resolution to soon achieve the goal of "Building Hai Phong into a drug-free city".
