The Standing Committee of the Provincial People's Committee gave opinions on the plan to solve flooding along the Red River.

On the evening of October 9, at the headquarters of the Provincial People's Committee, comrade Tran Huy Tuan - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired a working session with specialized sectors and consulting units on developing a plan to solve the flooding situation in the Red River area from Tran Yen commune to the end of Van Phu ward.

Consulting unit representative presented flood prevention plan in some wards and communes along the Red River

At the meeting, the consulting unit of Hanoi University of Water Resources presented the proposal for the Flood Treatment Project. Accordingly, due to the natural terrain, the waterlogging and flooding points are due to the rising water level of the Red River, not due to heavy rains on the spot, the river water overflows into canals and streams causing local flooding. According to research data in the past 30 years, 60% of the years with floods on the Red River passing through the area exceeded alert level 2 and 26% of the years exceeded alert level 3, there are 3 years with peak water levels that are of interest for research: 2008, 2024 and 2025.

The consulting unit and the specialized agencies of the province proposed the Project's objective to synchronously and solidly deploy the drainage system; completely handle the situation of leveling and encroaching on streams and drainage systems. Specifically: renovate the river drainage system, ensure drainage with a rainfall frequency of 200 mm to 220 mm or more; build 1 automatic opening and closing sluice and 13 pumping stations to prevent flooding; handle local flooding; raise the top level of the Red River embankment; build new and upgrade flood-proof embankments, taking the 2008 flood peak as the standard.

Comrade Tran Huy Tuan - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee gave specific comments on the options proposed by the consulting unit.

Speaking at the working session, comrade Tran Huy Tuan - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee requested the consulting unit to have a plan suitable to the provincial planning; in terms of technology, consider when building a plan to use automatic one-way discharge valves because the flood factors on the Red River have a lot of mud, soil, and obstacles, which can cause the valve to jam; calculate a plan that is convenient for construction activities. Regarding project information, continue to supplement and clarify information about the scope, level of flooding, frequency of flooding...

According to the plan, on October 10, the consulting unit will present the content and ask for opinions from the Provincial Party Committee Standing Committee on the project to handle flooding caused by the Red River and local flooding in the central area of ​​Lao Cai province and neighboring areas.
