Over 22,450 billion VND to implement the National Target Program on Drug Prevention and Control

On the morning of October 9, in Hanoi, Prime Minister Pham Minh Chinh chaired a national online conference to deploy the National Target Program on Drug Prevention and Control until 2030. Also attending the conference were Deputy Prime Minister Le Thanh Long; representatives of ministries, departments and branches at the central level.

The national target program on drug prevention and control until 2030 (hereinafter referred to as the program) with the general goal of promoting the combined strength of the political system and the entire population in drug prevention and control; focusing on grassroots areas; synchronously implementing solutions to reduce supply, reduce demand, and reduce harm; contributing to building a safe and healthy society, promoting socio-economic development.

The program also sets out clear, feasible and highly monitorable targets for 2030, such as: achieving at least 50% of communes, wards and special zones nationwide free of drugs; 100% of locations organizing and harboring illegal drug use, drug retailers and areas of illegal drug-containing plants are detected and destroyed; over 80% of units and officers and soldiers of the specialized force for drug crime prevention and control are equipped with weapons, support tools and modern technical means; over 80% of commune-level health stations and 100% of public drug rehabilitation facilities are qualified to determine drug addiction status; 100% of drug-related law violators, illegal drug users, drug addicts and post-drug rehabilitation patients are eligible for legal aid when they request legal aid; ensure facilities and maintain treatment for at least 50,000 people addicted to opioids...

The program is implemented nationwide, ensuring consistency from the central to the grassroots level, while being suitable for the characteristics of each region. Beneficiaries include: drug addicts and illegal drug users eligible for legal aid; organizations and individuals participating in drug prevention and control; relevant agencies, units, businesses, organizations and individuals. The program implementation period is from 2025 to 2030.

The program is specified into 9 major projects, ensuring coverage of all 3 areas: supply reduction, demand reduction and harm reduction. The total budget for implementing the program is more than 22,450 billion VND, from the central and local budgets and other legal sources. Of which, the budget for drug rehabilitation, management of drug addicts, illegal drug users and post-rehabilitation management accounts for a large proportion, demonstrating the concern for the human factor and humanity in drug prevention and control policies.

Speaking at the conference, Prime Minister Pham Minh Chinh acknowledged, commended and highly appreciated the efforts and important results achieved by the police and military forces in drug prevention and control in general and the development and implementation of the National Target Program on Drug Prevention and Control in particular, contributing significantly to protecting the peaceful life of the people and promoting rapid and sustainable socio-economic development.

In the coming time, the Prime Minister requested that Party committees and authorities at all levels need to fully understand and grasp the position, role and importance of implementing the Program, while at the same time linking it with the strategy for comprehensive and sustainable socio-economic development in localities and the whole country; need to identify drug prevention and control as a key task, both urgent and regular, continuous and long-term; need close and synchronous coordination of all levels, sectors, localities and forces; further promote the core role of specialized forces and the active participation of all classes of people.

In addition, the heads of Party committees, authorities, agencies and organizations directly lead, direct, strengthen inspection, examination, supervision and strictly handle violations in drug prevention and control work in general and in implementing the Program, not "entrusting" or "outsourcing" to subordinates in organizing implementation; need to declare war, not be lenient with drug crimes, gradually prevent, repel and neutralize drug crimes in a sustainable manner in each commune, ward, special zone, each province, city and the whole country; focus on reviewing, amending and supplementing mechanisms, policies and laws, ensuring they are suitable, unified, synchronous, close to reality, highly feasible, creating a complete legal basis for effectively implementing the Program...
