With expanded development space following the implementation of the two-tiered local government model, Xuan Lap ward has many advantages to attract investment, develop trade and services, ecotourism, and high-tech agriculture .
Agriculture combined with services and tourism.
Xuan Lap ward and Bau Sen ward (formerly Long Khanh city) have fairly similar natural, socio- economic , and demographic conditions. After merging the two localities in their original state, the new Xuan Lap ward has a natural area of over 29 square kilometers and a population of nearly 19,000 people.
With its strength in fruit tree cultivation covering over 860 hectares out of a total agricultural land area of 1,150 hectares, Xuan Lap ward has even better conditions to develop and exploit its agricultural economic strengths combined with services and garden tourism.
Farmer Tran Van Tri (residing in Phu My neighborhood, Xuan Lap ward) owns over 1.6 hectares of durian trees that are over 8 years old. To make his orchard more beautiful and increase its value, he planted legumes and flowers under the trees to provide a place for visitors to enjoy the scenery. With this model, his durian orchard not only brings in nearly 1 billion VND per year but is also praised by many as a beautiful orchard, and the owner is friendly and hospitable, as he opens his doors to visitors for free.
For the 2025-2030 term, the Party Committee of Xuan Lap Ward strives to achieve the following goals: an average annual growth rate of 7.37% in total product value; a 10% annual increase in budget revenue; and a 5.85% increase in per capita income by 2030 compared to 2025… The local economic development will be oriented towards sustainable urban-service-agricultural development.
Farmer Nguyen Van Minh (residing in Bau Sen neighborhood, Xuan Lap ward) shared: When the local government implemented the policy of developing eco-tourism in orchards, he and many other farmers boldly responded and participated with the support and assistance of the government. Thanks to this, this economic model has initially yielded positive results.
According to Tran Thi Hien, Vice Chairwoman of the Vietnam Fatherland Front Committee and Chairwoman of the Farmers' Association of Xuan Lap Ward: Ecotourism models in orchards are currently very attractive to visitors, offering seasonal fruits and delicious local dishes. Tourists can also enjoy natural scenery in the heart of the city; the local people are hospitable and friendly.
Following the implementation of a two-tiered local government system, Xuan Lap ward has maintained a relatively strong growth rate in its socio-economic development. Trade, services, agriculture, and agricultural production continue to develop steadily. Digital transformation has begun to be applied in many areas, contributing to improved management efficiency and labor productivity. Mechanization rates exceed 90% in land preparation, cultivation, and harvesting; many farmers have adopted drip irrigation, drone spraying, and smartphone-based garden management. The ward currently has 6 cooperatives and 21 cooperative groups operating effectively in the fields of fruit trees, agricultural services, and plant seed production.
Party's will - people's aspirations
For the 2025-2030 term, the Party Committee of Xuan Lap ward has set forth breakthrough tasks in economic development, focusing on developing organic agriculture, applying high technology associated with eco-tourism and experiential agriculture.
Along with the breakthrough mission, the Resolution of the Party Congress of Xuan Lap Ward clearly outlines important tasks that need to be implemented. For example, encouraging households to transform their individual business models into small and micro-enterprises; supporting the establishment of new multi-sector service cooperatives or cooperative groups. Prioritizing the development of trade and services in the former Bau Sen area; encouraging agricultural tourism models associated with fruit trees.
Focus on transforming inefficient agricultural land into organic, high-tech, and traceable farming models. Support the formation of specialized areas for cultivating specialty fruit trees and medicinal plants, combined with experiential tourism garden models, contributing to the development of agricultural-related service industries. Develop programs linking "businesses - cooperatives - farmers," expanding the market for agricultural products through e-commerce, supermarket chains, convenience stores, and agricultural product "markets." Develop agricultural logistics services and compact logistics to serve local and neighboring areas, contributing to increasing the value of the local supply chain.

Promote investment in internal ward transportation infrastructure, electricity, water, telecommunications, and environmental treatment to create favorable conditions for attracting investment. Focus on investing in connecting roads with main thoroughfares, external transportation routes, and synchronized infrastructure in central ward areas; develop landscape and eco-tourism garden routes linked to inter-ward roads.

According to Nguyen Trung Tin, Secretary of the Party Committee and Chairman of the People's Council of Xuan Lap Ward: To put the local Party Congress resolution into practice, from the Party Committee to the People's Committee of the ward, departments, and grassroots Party committees... depending on their assigned functions and tasks, they must issue, advise on, and develop action plans, concretize major goals for implementation, disseminate information, mobilize the people, and thoroughly explain to cadres, Party members, association members, armed forces, and the political system in the ward to achieve the highest progress and effectiveness.
The First Congress of the Party Committee of Xuan Lap Ward, for the term 2025-2030, is the culmination of the wisdom, will, and aspirations of the entire Party Committee, government, and people of the ward in the new development phase. It serves as a guiding principle for all local policies and decisions, aiming to seize opportunities, overcome challenges, and achieve rapid and sustainable development.
