Attending the forum were Deputy Minister of Science and Technology Hoang Minh, leaders of the Hanoi People's Committee. Dong Nai province was represented by Deputy Director of the Department of Science and Technology Vo Hoang Khai.
The forum discussed how to effectively implement Government Decree 264/2025/ND-CP on national and local venture capital funds; identify current venture capital trends, seek opportunities for international cooperation in developing venture capital strategies; and propose public-private partnership models for venture capital investment in innovative startups at the national and local levels.

At the forum, experts and speakers presented topics related to the restructuring trends of corporate capital flows and global venture capital cooperation in digital economic development; co-investment mechanisms and lessons for Vietnam in operating national venture capital funds; investment operations linked to green growth and circular economy, a perspective from intergovernmental organizations; the role of private venture capital funds and the level of readiness for co-investment cooperation…

In addition, the forum also included a discussion session on promoting tripartite investment cooperation (international financial institutions - state-owned venture capital - private venture capital) for innovative startups in Vietnam.
