Implement the goal of drug-free areas

All classes of people raise awareness and act responsibly for themselves and the community. This is identified as both an urgent and long-term task in the movement of the entire people to protect national security.

Implementing Directive No. 32-CT/TU (dated May 5, 2023) of the Provincial Party Committee Standing Committee on enhancing the effectiveness of drug prevention and control work in the new situation, recently, sectors and localities in the province have been focusing on building drug-free areas with specific criteria and targets. Including: The area has no drug hotspots, points, gangs, or lines; no drug-related crimes caused by residents (permanent or temporary) in the area; controlling and reducing the number of drug addicts and illegal drug users; 100% of drug addicts are applied appropriate forms of drug addiction treatment, and after drug addiction treatment are closely managed and monitored... In which, along with the core role of functional forces, it is always necessary to have the responsibility of the entire population in participating in drug addiction prevention and control.

Based on practical requirements, the propaganda work on preventing and combating drug-related social evils and crimes has recently been focused on and implemented by agencies, units and localities throughout the province. This content has been concretized in the activities of nearly 300 models of All People Protecting National Security, 65 models of Grassroots Security, nearly 4,130 models of People's Self-Managed Groups on National Security and Order developed and maintained throughout the province, bringing about many practical effects with the motto of prevention as the main, promoting the role of the people as the subject and initiative.

Strengthening and diversifying forms of drug prevention propaganda on mass media, social networks such as Facebook, Zalo and at conferences and live propaganda sessions; integrating propaganda content into cultural, artistic and community activities are also promoted by units and localities.

Models and emulation movements, such as "Youth say no to crime and drug abuse", "Families without crime and social evils", "Self-managed security and order groups with veterans as the core"... have been widely deployed with many practical activities: Propaganda, counseling, educating wrongdoers; organizing dialogues, seminars, conferences in residential areas; launching a commitment to drug-free families and communities. The main content is propaganda about the consequences, effects, and harms of crime and drug abuse, methods and tricks of drug criminals, enticing others to illegally use drugs; drugs, addictive substances, especially drugs "disguised", mixed in the form of food, drinks, electronic cigarettes and typical examples of progress...

Not only strictly implementing the fight against crime and social evils in the area, but the propaganda and dissemination of the law are also continuously deployed with many flexible forms to suit each locality and facility. Along with that is propaganda, raising public awareness about participating in helping, managing and educating drug addicts at home and in residential areas; sharing with those who are trying to reintegrate into the community...

People in the whole province are always encouraged to promote their roles and responsibilities to participate in the work of preventing social evils and drug-related crimes. With that approach, although Quang Ninh has the characteristics of bordering, many trails, openings and vibrant development of production, service, tourism , trade activities... but in the past time, the province has not discovered transnational drug crimes, crimes of illegal drug production.

Before July 1, 2025, when the two-level local government is implemented, the whole province has built 78 drug-free commune-level areas (cleaning 44 areas and keeping 34 areas clean). Quang Ninh commits to continue to closely coordinate with central ministries, branches and localities nationwide to effectively implement drug prevention plans and programs.

On July 1, 2025, the amended Penal Code officially took effect with an important new point on drug crimes in Article 256a when regulating the crime of "Illegal use of narcotics". Accordingly, illegal drug users in the following cases will be prosecuted for criminal liability: People who are in drug addiction treatment or drug addiction treatment with substitute drugs according to regulations; during post-treatment management; within 2 years from the end of the management period and during the management period of illegal drug users; within 2 years from the time of voluntary termination of drug addiction treatment or drug addiction treatment with substitute drugs according to regulations. The sentence is prescribed from 2-3 years in prison for the first violation and from 3-5 years in prison for recidivism.
