After the province's merger and the implementation of two-level local government, the implementation of transport infrastructure projects in some localities in the province has been slow, and some projects have even had to stop construction, causing waste of resources, affecting socio -economic development and people's lives. To overcome this situation, synchronous solutions from departments, branches, sectors and local authorities are needed.
In recent days, when the flood situation has become complicated, people in Tan Hop commune are very worried because the unfinished concrete bridge on the road through the commune affects their travel, especially that of students.
Mr. Ban Ton V., a resident of Lang Moi village, Tan Hop commune, said: The concrete bridge next to the house is behind schedule, causing a huge impact on the lives and travel of local people. I don't understand why they finished the bridge but didn't finish the access roads at both ends of the bridge so that we, the people, can travel safely, especially the students.

Talking to reporters, Mr. Ha Trung Kien - Chairman of Tan Hop Commune People's Committee said: The project to build Lang Moi bridge, invested by Tran Yen Project Management Board, will be implemented in 2024. Up to now, the bridge's anchor, pillars and hard structure have been basically completed, however, the road leading to the bridge has not been completed, causing difficulties for people to travel.
When entering the new school year 2025 - 2026, the local government requested the contractor to build a road on both sides of the bridge abutment and spread a layer of crushed stone on the road surface, install reflective markers and warning signs to ensure the safety of motorbikes and pedestrians temporarily crossing the bridge.
In the coming time, we request the investor to urge the contractor to urgently construct the remaining items to soon put Lang Moi bridge into use, serving the people's travel.

Going up to Khanh Yen commune (in the old Van Ban district), reporters also recorded the slow progress of the construction project of the road from the commune center to the Liem Phu area (belonging to the Project to Upgrade Khanh Yen town road to the communes of Khanh Yen Thuong, Khanh Yen Trung, Khanh Yen Ha, Liem Phu, old Van Ban district) invested from 2022 by the Van Ban Area Investment and Construction Project Management Board as the investor.
There are still 5 km of unfinished construction on the route and the contractor has stopped construction due to problems with funding and procedures for approving adjustments to some items.

Mr. Nguyen Van Hoan, Xuan Kham village, Khanh Yen commune, said: When the investor started the road construction, the households in the village agreed to donate their residential land and garden land so that the contractor could expand the roadbed and drainage ditches. However, after a short period of construction, the contractor withdrew the machinery, leaving the construction site unfinished. Now the roadbed has been dug up, greatly affecting the travel of the people in the village and commune.
Explaining the slow progress of the project to upgrade the road from the center of Khanh Yen commune to Liem Phu, Mr. Do Sinh Nhat - Director of the Van Ban Area Construction Investment Project Management Board, said: Not only this project, but currently in the Van Ban area, there are 8 other projects and traffic works that are facing problems leading to slow progress or having to stop construction. The reason is that when implementing the arrangement of administrative units, the authorities have not clearly defined the authority in handling arising issues, adjusting and extending contracts... for projects previously approved by the District People's Committee (old).

In reality, not only projects and works invested by regional construction investment project management boards encounter difficulties, but many projects invested by the Provincial Traffic Construction Investment Project Management Board also encounter difficulties and problems that need to be resolved to reach the finish line on schedule, such as: Provincial Road 155 Construction Project from Mong Sen Bridge to Sa Pa (Km13+800 - Km20+272); Provincial Road 155 Landslide Treatment Project from Km12+600 - Km12+900; Provincial Road 152 Landslide Treatment Project...

In particular, the Project to renovate and upgrade Provincial Road 152B, Thanh Phu - Nam Cang section (Km0 - Km13), was approved for investment in Decision No. 372/QD-UBND dated February 24, 2023, with the scale of a grade V mountainous road. This project started construction at the end of 2023, but to date, only about 0.6 km of roadbed has been constructed.
Talking to reporters, Mr. Cao Van Thuan - Deputy Director of the Lao Cai Provincial Traffic Construction Investment Project Management Board (the investor of the above projects) said: In addition to a number of reasons affecting the progress of some traffic projects such as difficult terrain, heavy rain, weak capacity of some contractors... another reason identified is that after the reorganization according to the two-level local government model, the staff and civil servants of the commune-level government apparatus were mobilized and assigned new tasks, many of whom do not have in-depth expertise in construction, traffic, valuation, and land surveying, which affects the progress of the projects.
According to the reporter's investigation, there are several reasons why many transport infrastructure projects are behind schedule or unfinished. First of all, some contractors are weak in capacity, and site clearance has many shortcomings: land is involved in disputes, compensation plans are not satisfactory, and many households have not agreed.

Along with that, the quality of design survey and project appraisal is not high, causing the investor to adjust the documents and change the technical design many times. In addition, the arrangement of administrative units also causes the management personnel of items and projects to be disrupted, affecting progress...
Mr. Doan Duc Thuan - Deputy Director of Lao Cai Department of Construction said that there are currently no complete statistics on the number of traffic projects that are behind schedule or have stopped construction. However, recently, the industry has received many documents on project adjustments, contract extensions, etc. for appraisal and submission to the Provincial People's Committee for approval according to regulations.
"I suggest that investors need to strengthen coordination with commune authorities to dialogue with people to speed up site clearance work... In particular, it is necessary to publicize project progress so that provincial agencies and local people can monitor and increase transparency," Mr. Thuan emphasized.
Leaving construction projects unfinished not only wastes the budget, but also negatively impacts people's lives and traffic safety. In the coming time, if there is no close coordination between regional project management boards, local authorities and contractors, it will be very difficult to resolve existing bottlenecks.
In the context of Lao Cai moving towards the goal of “green, harmonious, unique and happy” development, the need to rectify the discipline in the management of investment in transport works is becoming more urgent. Unfinished roads cannot be allowed to become “bottlenecks” on the province’s overall development path.
