In order to promptly disburse public investment capital in 2025, provincial leaders have continuously inspected many key projects in the province to direct the removal of obstacles of the projects. In fact, many projects are stuck in terms of site clearance, land prices, architectural works, and lack of construction materials.

In particular, when putting into operation the 2-level local government, some legal procedures have not been applied synchronously. After conducting field inspections, the provincial leaders, knowing the existing difficulties at the grassroots level, have "held hands and given specific instructions" to each department, branch and locality to promptly remove "bottlenecks".

When the "bottlenecks" were removed, the contractors confidently put all their efforts into construction according to the province's direction, but the weather problem "caused difficulties" for many construction units. For example, the province's key project: The road from the center of Ham Thuan commune to National Highway 1, connecting with National Highway 28 and Vinh Hao - Phan Thiet Expressway is expected to be completed 5 months ahead of the contract but is facing more difficulties.

The road project from Ham Thuan commune to National Highway 1 has a length of 4.4 km, a roadbed width of 33 m, and a road surface width of 18 m. According to the contract, the road will be constructed for 730 days, starting from December 6, 2024 to December 5, 2026. Following the province's direction, from January to June 2025, the construction units have exceeded the schedule, but for the whole month, they were forced to "stop" construction due to "too much rain". Mr. Le Minh Tien - Director of the Project Management Board (PMU) of Ham Thuan Bac area said: In the past time, the PMU of Ham Thuan Bac area has worked with construction units to focus on human resources and equipment to speed up the progress, striving to have 2.4/4.4 km of asphalt concrete paved by the end of 2025.

However, from October 14, 2025 to now, after the inspection of working group 04 led by Vice Chairman of the Provincial People's Committee Nguyen Minh, heavy rain has affected the construction progress. The reason is that the road in the soil exploitation area is slippery, dangerous when exploiting in mountainous areas, vehicles cannot enter to transport soil for embankment. The heavy rainfall causes the humidity of the materials to increase, leading to the quality of the materials not meeting the technical requirements in construction, affecting the quality of the project. On the other hand, continuous rain causes the Quao River reservoir to discharge floodwaters, so the construction progress of the bridge item cannot be carried out as planned...

On the key Tan Minh - Son My route, there are 3 bridges across Dinh River, Gieng River and one bridge across a stream in Tan Minh area. Recently, Viet Hoa Construction and Trading Joint Stock Company has made efforts to complete bored pile construction, waiting for the installation of T2 pier beams at Gieng River Bridge and Tan Duc Bridge (Tan Minh).

However, according to engineer Le Van Hai, Commander of the Tan Minh - Son My road construction project: "For many days now, it has been raining continuously, and the large amount of water has affected the construction progress. The company is gathering vehicles and waiting for the sunny weather to try to complete the road ahead of schedule."

Meanwhile, at the construction site of the key project of Highway 55 bypass route across Dinh River connecting to Road D719, the Dinh River water is flowing strongly, many vehicles of the construction unit are gathered near the construction site but cannot construct.

Engineer Nguyen Van Loc, Project Commander, representative of the joint venture of contractors Phan Dinh, 134 and Hung Nguyen, said: "Song Dinh Tru Bridge T2; T3; T4 has been completed, but recently it has been raining continuously, the water flow is large and fast, although human resources and equipment are ready to work in time to disburse public investment capital according to the province's direction, the construction of the T1 pier cap has not been completed yet". According to engineer Loc, in order to complete the construction according to the plan, the joint venture has been flexible to carry out the work on the road section on days with less rain. Currently, the construction unit is ahead of schedule according to the contract...

Disbursement of public investment capital is partly linked to the progress of construction projects, which is one of the key tasks of the province at this time. That "message" is being strongly transmitted to key projects so that when the weather improves, units will focus on construction to achieve the set progress.

On November 20-21, Mr. Nguyen Minh - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee inspected a number of key projects under construction in the Southeast of the province. The Vice Chairman of the Provincial People's Committee requested that, in the face of weather difficulties, contractors continue to improve their sense of responsibility so that the roads can be completed soon, not only for the contractor's brand but also for the people, for the common good of the province...
