The project to upgrade and expand Chu Van An Street in Binh Thanh Ward, Ho Chi Minh City has reached 85% of the construction volume according to information from the investor. The project has a total investment of 1,067 billion VND, with a plan to complete in 2025. However, the delay in relocating the electric pole system in the middle of the road is creating a significant safety risk for people and vehicles.
Project Overview
The expanded section of Chu Van An Street is over 600 meters long, starting at the intersection with Binh Hoa 5-way intersection (intersection of No Trang Long, Phan Van Tri and Chu Van An streets), and ending at the intersection with Phan Chu Trinh Street. The project is invested by the Binh Thanh District Investment and Construction Project Management Board.

The scope of renovation includes widening the roadbed from the current width of 7-8 meters to 23 meters, and constructing a new drainage system along both sides of the road with a cross-section of 0.8-1 meter. The final section of the route is arranged with 2x2 meter box culverts to connect to the existing sewer system on the sidewalk of Chu Van An Street (section in front of Ho Chi Minh City Academy of Civil Servants).
Investment structure analysis
A notable point in the project's financial structure is that site clearance costs account for an extremely large proportion. In the total investment of 1,067 billion VND:
- Construction cost: nearly 49 billion VND (about 4.6%)
- Compensation costs for site clearance: nearly 982 billion VND (accounting for about 92%)
- Cost of relocating technical infrastructure works: more than 24 billion VND (accounting for about 2.2%)
- Other expenses: about 12 billion VND (about 1.2%)

The area of land to be recovered for the project is about 14,000 m², directly affecting 166 households in the area. This is a big challenge in terms of compensation, resettlement and stabilizing people's lives.
Progress and technical infrastructure issues
According to the representative of the Project Management Board, the project has now reached 85% of the construction volume. The unit is focusing on completing the sidewalks and roadways and coordinating with related units to relocate the remaining technical infrastructure.

The most prominent issue at present is the system of electric poles and wires still lying in the middle of the road under construction. According to the representative of Gia Dinh Electricity Company, the project includes road expansion and power grid relocation. Recently, the unit has sent many documents to the Project Management Board requesting to relocate the electric poles soon, speed up the re-arrangement of the power grid according to regulations to ensure safety and aesthetics.
At the meeting on January 24, 2024, the two sides agreed on the implementation plan in the form of "relocation - re-establishment - handover to the electricity industry" (without compensation for the current status). However, to date, the investor has not yet carried out the relocation. In the meantime, the electricity industry regularly inspects, monitors and paints electric poles with reflective paint as warnings.

Community Impact and Safety Warnings
The prolonged construction and the leaving of the electrical system in the middle of the road has significantly affected the daily life and travel of the people. According to records, the tangled system of electrical wires like a spider web hanging down to the road surface creates a high risk of accidents.
Residents in the area complained about the dust and noise caused by the construction, and expressed their hope that the project would be completed soon to make travel and business more convenient.
Warning: People and vehicles traveling through Chu Van An Street need to be extremely careful, obey warning signs and keep a safe distance from temporary electric poles located on the roadway.
Regional connectivity and development orientation
Upon completion, Chu Van An Street will connect directly to Dinh Bo Linh Street, creating an important traffic axis in the area. Notably, Ho Chi Minh City is currently planning to expand two axes of Dinh Bo Linh and Xo Viet Nghe Tinh Streets with a total investment of about 10,000 billion VND, expected to be submitted to the Ho Chi Minh City People's Council for appraisal and approval of the investment policy in December 2025 and start construction in December 2026.

The connection between these projects will create a synchronous traffic network, reducing pressure on existing routes and contributing to improving connectivity between Binh Thanh district and neighboring areas.
