Site clearance for North-South railway project: Close coordination, close adherence to the field

Following the city's direction, localities with high-speed railway projects on the North-South axis proactively worked with relevant professional units to implement sub-projects of compensation, support, and resettlement to serve the construction. At information meetings about the project, resettlement for affected cases received high consensus from the people.

Listening to people in the project area

In 24 communes and wards of the city where the North-South High-Speed ​​Railway project passes through, in Chien Dan commune, there are 5 affected villages: Xuan Dinh, Phu Yen , Hoa Binh, Khanh Thinh, Xuan Phu.

Synthesizing from the number of ballots issued, most of the villagers attending the meeting organized by the Commune People's Committee in coordination with specialized agencies highly agreed with the project implementation policy.

Regarding the implementation progress, according to the People's Committee of Chien Dan commune, it has reviewed the infrastructure, affected households and provided information on planning locations, approved general planning documents of communes, population data and existing land records as requested by the Management Board of Quang Nam Traffic Construction Investment Projects.

Provide information on land, give opinions and confirm the document management situation in areas where projects pass through Chien Dan commune at the request of the Land Fund Development Center of Da Nang city.

On November 17, 2025, the Commune People's Committee coordinated with relevant units to receive and hand over the markers of resettlement areas and people's cemeteries in the field to measure the land to serve the work of making compensation and site clearance plans.

Mr. Huynh Tuan Nhat, Vice Chairman of the People's Committee of Chien Dan commune, said that the project passing through the commune is 6.65km long, with an affected land area of ​​more than 45.5 hectares.

In addition to public works and technical infrastructure, 181 houses and 598 graves were affected.

The locality plans to invest in 3 resettlement areas, with a total area of ​​25.97 hectares (456 lots); plans to arrange 2 grave reburial areas (4.6 hectares).

Regarding the results of public consultation on the construction of resettlement areas and grave reburial, according to Mr. Nhat, households with houses on the frontage of National Highway 40B (Khanh Thinh village, Xuan Phu) requested to be resettled in a suitable location.

The Commune People's Committee, together with the Project Management Board for investment and construction of traffic works and the consulting unit, reviewed the number of affected households currently located on the frontage of National Highway 40B to expand resettlement area No. 2 (Xuan Phu village) adjacent to National Highway 40B, ensuring resettlement at a similar location, equal to or better than the old location.

As for households requesting support due to 2 times of clearance (affected by the Da Nang - Quang Ngai Expressway project and this project), the People's Committee of Chien Dan commune reviewed and proposed to the Management Board of Investment and Construction Projects of General Traffic Works to recommend the People's Committee of Da Nang city and agencies to have a special support mechanism for these subjects due to having to relocate and resettle many times in a short period of time, affecting the household economy.

“The Commune People's Committee requests the Quang Nam Transport Construction Investment Project Management Board to consider recommending the Da Nang City People's Committee to have a separate support mechanism and policy for households in the resettlement area of ​​the Da Nang - Quang Ngai Expressway project that must now relocate to serve the high-speed railway project,” said Mr. Nhat.

Close coordination

Passing through Xuan Phu commune, the North-South high-speed railway project through Xuan Phu commune has a total route length of about 4.7km; affecting 3 villages of Phu Loc, Hoa My, Phuong Nghe, with a total land area to be recovered of about 37.6ha.

According to the Department of Construction, the North-South high-speed railway project passing through the city has a length of about 116.42km (from Km683+680 to Km800+100), passing through 24 communes and wards including: Hai Van, Lien Chieu, Hoa Khanh, Cam Le, Ba Na, Hoa Vang, Hoa Tien, Dien Ban Bac, Dien Ban Tay, Go Noi, Duy Xuyen, Xuan Phu, Que Son Trung, Thang Binh, Thang Phu, Thang Dien, Tay Ho, Chien Dan, Ban Thach, Huong Tra, Tam Xuan, Tam Anh, Nui Thanh and Tam My.

44 households, 1 clan church, 1 group activity house were affected by land acquisition and had to be resettled; 500 graves had to be relocated and reburied.

Xuan Phu Commune People's Committee coordinated with the Quang Nam Traffic Construction Investment Project Management Board to inspect and conduct field surveys to count affected cases and cases whose land was recovered to implement the project and to inspect and survey areas planned for resettlement, relocation and reburial of graves.

On August 9, 2025 and September 11, 2025, the two sides coordinated to organize public meetings to inform the people about the investment policy for the North-South High-Speed ​​Railway project.

At the same time, survey and collect opinions from people in the affected areas on investment in construction of resettlement areas and cemeteries to clear the land and arrange resettlement, and rebury graves to serve the construction.

Ms. Nguyen Thi Thu Thuy, Chairwoman of Xuan Phu Commune People's Committee, said that the people highly agreed on the project investment policy and agreed on 2 locations to invest in building resettlement areas and 2 locations to invest in building cemeteries.

Of which, the resettlement area of ​​Phu Loc village has an area of ​​4.46 hectares, with 75 resettlement lots planned; the resettlement area of ​​Hoa My village has an area of ​​2.31 hectares, with 21 resettlement lots planned.

For more information on the progress of implementation, according to Ms. Thuy, on November 13, 2025, the People's Committee of Xuan Phu commune coordinated with the Management Board of the Quang Nam Traffic Construction Investment Project to hand over the boundary markers and the area where the resettlement area project and the cemetery for reburial of graves were implemented to the Da Nang City Land Fund Development Center - Branch Area 9 to carry out compensation tasks.

The People's Committee of the commune and specialized agencies of the commune have closely coordinated with specialized agencies to conduct field surveys, make copies and provide land data information as a basis for the planning task outline and to serve the compensation and site clearance work of the project.

“In order to ensure the implementation of the North-South High-Speed ​​Railway project through Xuan Phu commune on schedule, the People's Committee of Xuan Phu commune requests the City People's Committee to direct the agencies assigned to preside over and act as investors to carry out the project's tasks to develop a detailed plan to carry out the project's tasks.

At the same time, clearly define the content of the tasks, implementation time, presiding agency, coordinating agency... so that localities can be proactive in implementation and coordination," said Ms. Thuy.

Component 2 project of high-speed railway site clearance
with a total expected investment of more than 10,571 billion VND

Quang Nam Transport Construction Investment Project Management Board informed that the Component 2 project of compensation, support and resettlement for the High-speed Railway project on the North-South axis from Thu Bon River to the South to the boundary of Da Nang city has a length of about 75.26km through the area of ​​15 communes and wards.

Mr. Nguyen Van Thuong, Director of the Quang Nam Traffic Construction Investment Project Management Board, said that the total investment for component project 2 is about 10,571.6 billion VND. Of which, compensation, support, and site clearance for railway lines and resettlement areas account for more than 4,998.1 billion VND; relocation of technical infrastructure accounts for more than 484.9 billion VND; construction of sub-projects for resettlement areas and cemeteries accounts for more than 5,088.6 billion VND.

In the past time, the unit has focused on coordinating with units and localities to carry out the assigned tasks in Plan No. 01 dated August 7, 2025 of the Steering Committee for Site Clearance of the High-Speed ​​Railway Project on the North-South axis. By the end of November 19, 2025, the unit will basically hand over the boundary markers of resettlement areas and cemeteries in 13/13 communes for the Da Nang City Land Fund Development Center to carry out procedures on land, measurement, etc.

Regarding the implementation of planning for resettlement areas and cemeteries, Mr. Nguyen Van Thuong said that there are 15 sub-projects that need detailed planning and have been submitted to the People's Committees of communes and wards for approval of planning tasks. Of these, 13 sub-projects are for construction of resettlement areas (including 28 locations) and 2 sub-projects are for construction of cemeteries (including 2 locations). In addition, there are 6 sub-projects for construction of cemeteries that follow a shortened process so there is no need for detailed planning.

Regarding difficulties and obstacles, the Quang Nam Traffic Construction Investment Project Management Board said that the consultation process at each step (planning task preparation, planning) must be carried out many times, with many units. Therefore, waiting for feedback from these units takes a long time, leading to prolonged procedures. The project has a special nature, and when implemented, many difficulties often arise related to the implementation organization model, and localities are still confused about the authority to approve the budget, planning tasks, etc.

In addition, the boundaries and scope of resettlement areas and cemeteries are only in the preliminary stages of being determined based on the consensus of the localities and according to the component projects submitted to the City People's Committee for approval. In the actual implementation process, it is expected that there will be changes when the sub-projects are deployed in detail. (CONG TU)
