Van Ban Stadium has an important position, used to be the sports center of Khanh Yen town (old). The investment of 5 billion VND for upgrading and repairing is considered a great effort of the local government to serve the cultural and spiritual life of the people. However, the current state of the stadium shows a sad contrast.
The pitch, considered the “heart” of any stadium, is no longer a place for young players or local youth to satisfy their passion for football. Instead, it is overgrown with thorny grass.
La Anh Tuan, Ban Mac village, Van Ban commune, shared: "Before, I used to play soccer here. But now the field is full of weeds and thorns, so we can't play soccer anymore. Now we have to play soccer around the house."
Mr. Ha Van Mai, Ma village, Van Ban commune lamented: "The stadium used to be quite beautiful, but now it's full of weeds, what a pity!"
Not only the field surface, the auxiliary items are also in an “alarming” state. The grandstand area, where fans watch the matches, is degraded, the stone tiles are peeling off, and covered with weeds. This situation not only causes waste but also destroys essential community living space.
Local people hope the project will be cleaned up soon so it can operate again.
Need a solution soon
The stadium upgrade project was previously invested by the People's Committee of Van Ban district. According to regulations on investment and construction management, the responsibility for allowing public works and state infrastructure to deteriorate after investment belongs to many levels. In which, the investor is responsible for supervising the entire construction process, ensuring the quality of the project according to the design documents and carefully accepting it before handing over.
In the minutes of handover of the project to Khanh Yen town, Van Ban district (old) on March 17, 2025, the construction unit is responsible for the warranty of the project according to Article 29, Decree 06/2021/ND-CP. Accordingly, the warranty period is 12 months from the date of handover. Thus, from the handover to the time the reporter group made the report, it was only about 8 months, Van Ban stadium still had more than 4 months of warranty.
On the local government side, after completing the project, it was handed over to Khanh Yen town, now part of Van Ban commune, to be responsible for management, operation, and regular maintenance. The fact that weeds are allowed to grow and the stone coverings in the grandstand area are partially peeled off in many places shows a lack of funds and human resources for regular maintenance and upkeep.
In response to people's complaints and the stadium's deterioration, Van Ban commune authorities have responded and made plans to fix it.
Mr. Vu Xuan Thuy - Chairman of Van Ban Commune People's Committee affirmed: "We are checking and reviewing the degraded items to have a plan to fix and repair, ensuring the project is put into effective operation."
Van Ban Commune Stadium is a valuable public asset and plays an important role in the local cultural and sporting life. It is unacceptable to leave the project abandoned and degraded immediately after upgrading.
Relevant agencies, units and localities need to urgently arrange funds and human resources to cut grass on the field, repair the stands, and bring the football field back into operation as soon as possible.
At the same time, build a process and arrange funds to carry out grass cutting and periodic maintenance to avoid this waste from happening again. Only when the project is used effectively and serves the right investment purpose, will the 5 billion VND that has been disbursed truly be meaningful to the people.
