
According to a quick report from the People's Committee of Kim Anh commune, the impact of storm No. 11 caused the water level of Ca Lo river to rise, causing 559 households to be deeply flooded (in many places the water level was 1.2 to 1.5 m). Up to now, the water level has basically receded at 455 households, the remaining 13 households are still partially flooded, mainly in low-lying areas along Ca Lo river. The water level of Ca Lo river at Manh Tan station (Kim Anh commune, Hanoi city) on October 14 was 6.56 m, about 0.44 m below alert level 2. Remedial work is being urgently deployed with the motto '4 on-site'.
Mr. Nguyen Van Toan, Vice Chairman of Kim Anh Commune People's Committee (Hanoi) said: "After the storm, the Cau River water rose and flooded the Phu Nhu residential area and people's fields, causing flooding for about 559 households. In that situation, the Party Committee, People's Council and People's Committee of the commune have directed strongly, regularly inspected and reviewed, ensuring the lives of the people."
According to Mr. Toan, implementing the policy of Hanoi city, Kim Anh commune strictly implemented the '4 on-site' motto, prepared response materials and supplies, and provided necessities such as drinking water, instant noodles, milk, and essential items to help people live normally.

When the water receded, Kim Anh commune authorities mobilized forces (Police, youth union, people, etc.) to participate in cleaning, disinfecting, clearing the flow and continuing to educate people on safe electricity use.
Immediately after the flood receded, together with the local authorities, Kim Anh Commune Health Station stood side by side with the people to "overcome the flood". Master Nguyen Anh Tu, Deputy Head of Kim Anh Commune Health Station, said that before the flood season, the station received instructions from the Department of Health and the Hanoi Center for Disease Control to develop a plan to prevent and control epidemics, and prepare supplies, chemicals, and reserve medicines.
“When the water flooded, we worked closely with the village chief and organizations to guide people on how to treat water sources, clean their houses, and prevent digestive and skin diseases. As the water receded, we disinfected. Currently, people’s awareness of hygiene is very good,” said Mr. Tu.

Mr. Phan Van Truc, 72 years old, Dien Quy village, Kim Anh commune, shared: “My family and hundreds of other households were flooded deeply, in some places more than 2 meters. But thanks to the spirit of self-reliance, along with the help of the government and benefactors, we were provided with instant noodles and drinking water during the days of power outage and flooding. When the water receded, commune health workers came to our homes to guide us on hygiene, disinfection, and sterilization, so life gradually stabilized.”
Living along the Ca Lo River (which floods every year), 72-year-old Hoang Thi To Tham said: “My house is almost completely flooded on the first floor, and my children and grandchildren have to move to higher ground. The government fully supports necessities and helps people clean up when the water recedes. We hope the government will soon invest in embankments and dikes to avoid annual flooding.”
Mr. Duong Van Thao, Head of Dien Quy village, Kim Anh commune said: "During the recent flood, 91 households in the village were deeply flooded, many houses were up to 2.9m high. The village coordinated with the commune to organize the evacuation of people, distribute necessities, then clean up the village roads, alleys, and cultural houses, creating a clean and safe environment for the people."
Up to now, Kim Anh commune, Hanoi city, has basically controlled the situation after the storm, the water has receded in most flooded areas. Local authorities are continuing to review the drainage system, proposing solutions to solidify embankments and dykes to limit the recurrence of flooding. The spirit of solidarity, responsibility and consensus between the government and the people is the foundation that helps Kim Anh quickly overcome difficulties, stabilize production and life after the natural disaster.
