Humanity in the storm and flood: Difficult but not alone

During the days when Da Phuc commune (Hanoi) was deeply flooded, relief work was urgently deployed to help people stabilize their lives. Hundreds of households were safely evacuated, and had access to food, clean water and timely medical care. The synchronous participation of the government, functional forces, relief teams... clearly demonstrated the sense of responsibility and solidarity in times of difficulty and calamity.

Da Phuc Commune has nearly 600 households with more than 2,400 people affected by the flood. People's lives were disrupted, activities were stagnant, production was interrupted and the severe damage after the flood has not yet been fully counted. For the people here, the recent flood is considered the most serious natural disaster, when the water level rose to 3m, exceeding the historical flood peak in 1971. Because the flood came quickly and unexpectedly, many households did not have time to react.

Hanoi City has mobilized military, police and shock troops to quickly assist people in moving to safe places, clearing crops; concentrating dike protection forces day and night to prevent floodwaters from overflowing. Present at key dike points, Prime Minister Pham Minh Chinh personally went to flooded areas along the river to inspect and direct flood control work, respond to dike incidents, and ensure absolute safety for people.

Implementing the Prime Minister 's direction, immediately after discovering the dike incident, the Da Phuc Commune Civil Defense Command organized to handle the incident from the first hour according to the "4 on-site" motto (on-site command, on-site forces, on-site means, on-site logistics) to promptly respond to ensure the safety of the works, people's lives and property.

Lieutenant Colonel Ha Tien Hoan, Deputy Commander of Regiment 141, Division 312, said that when there was information about the dike overflow incident in Da Phuc commune, soldiers of Division 312 immediately moved at night to promptly support land acquisition, dike building, reinforcement and evacuation of people to safe areas. The soldiers stretched themselves in the flood area, regardless of wind and rain, staying up all night moving on rescue boats and special vehicles to reach isolated areas, bringing thousands of people out of dangerous areas. Those efforts were given not only as a responsibility, but also as a spread of the spirit of "Serving the people" - an order that does not need to be spoken, but is always present in the actions of the army.

During the isolation period, the Da Phuc commune authorities organized to bring people to safe evacuation points in the cultural house, primary school, and headquarters of agencies and units; at the same time, quickly provided necessities and ensured logistics for the task force and people, including: life jackets, drinking water, food, flashlights...

Many volunteer vehicles lined up to go to the flooded areas. Each bag of food, water, and medicine was carefully packaged and filled with love and was delivered to the people affected by the floods. The support for the people in the flooded areas has received widespread support from all walks of life across the country, not only providing material support but also demonstrating the spirit of solidarity, kindness, and community responsibility with a deep sense of “mutual love”.

In Da Phuc commune, Mr. Nguyen The Minh, representative of Dak Lak Province Charity and Charity Club, and a group of 18 members traveled more than 1,000 km, not only to support food, necessities, and boat transportation... but also to convey the hearts, sympathy, and affection of the people of the whole country to the people of Da Phuc commune.

People of Da Phuc commune expressed their deep gratitude for the timely attention and support from authorities at all levels, functional forces and volunteers. Ms. Nguyen Thi Binh (37 years old, Ngo Dao village) shared: “My house is located deep in the most heavily flooded area. The floodwaters rose quickly, causing crops and property to be almost completely lost. With small children in the family, those days were really difficult. Thanks to the timely attention and sharing of authorities at all levels, functional forces and volunteers, we are more confident on the journey to overcome difficulties and stabilize our lives.”

In times of trouble, each relief boat, shipment, and food from organizations and philanthropists transported to the flood-hit areas has become a great support for the people. The spirit of "helping each other" has been strongly spread through the timely direction of the government, through shared meals at evacuation sites, and gifts sent from all over the country... The flood has swept away houses and properties, but it has also spread the warmth of human love - a strength that always shines in times of trouble as part of the resilience of the Vietnamese people. The Vietnamese people, "kind, resilient, and united", always know how to stand up after hardships and difficulties with will and compassion. That strength has, is, and will continue to help the country overcome all challenges, develop sustainably and powerfully.
