Regulations on the number of deputies in specialized departments and Public Administration Service Centers at the commune level

The Government issued Resolution No. 332/NQ-CP dated October 15, 2025 on the number of deputy heads of specialized departments and equivalent positions, Public Administration Service Centers under the People's Committees of communes, wards, and special zones of provinces and centrally run cities.

According to the Resolution, the specialized Departments and equivalents, the Public Administration Service Centers under the People's Committees of communes, wards, and special zones of provinces and centrally-run cities (hereinafter referred to as the People's Committees at the commune level) are arranged with an average of 2 deputy levels; in which, the leaders of the Public Administration Service Center at the commune level include the Director (the Vice Chairman of the People's Committee at the commune level does not concurrently hold the position of Director of the Public Administration Service Center at the commune level) and the Deputy Director equivalent to the Deputy Head of the Department under the People's Committee at the commune level.

The People's Committee at the commune level shall specifically decide on the number of deputy heads of specialized departments and equivalent positions, and the Public Administration Service Center under its management, ensuring that it does not exceed the total number of deputy heads as decided by the competent authority.

This Resolution comes into force from the date of signing and promulgation (October 15, 2025).

Decree 150/2025/ND-CP dated June 12, 2025 stipulates that specialized departments are organized at the commune level, including: Office of the People's Council and People's Committee advising and assisting the People's Committee at the commune level in performing state management functions in the fields of Office; Justice; Foreign Affairs. Economic Department (for communes and special zones) or Economic, Infrastructure and Urban Department (for wards and Phu Quoc special zones) advising and assisting the People's Committee at the commune level in performing state management functions in the fields of: Finance - Planning; Construction and Industry and Trade; Agriculture and Environment. Cultural - Social Department advising and assisting the People's Committee at the commune level in performing state management functions in the fields of: Internal Affairs; Education and Training; Culture, Science and Information; Health.

Decree No. 118/2025/ND-CP effective from July 1, 2025 stipulates that the People's Committee at the commune level decides to establish the Commune-level Public Administration Service Center, which is an administrative organization under the People's Committee at the commune level, with its own seal and account to perform assigned tasks and powers. The People's Committee at the commune level decides to arrange the reception points and return the results of administrative procedures of the Commune-level Public Administration Service Center in the locality based on the natural area, population size, socio-economic conditions of the locality and the number of administrative procedure records.
