Southern region industrial promotion enhances innovation and sustainable development. Proposal to shorten the approval and disbursement process of industrial promotion capital.

Some Departments of Industry and Trade have proposed that the Ministry of Industry and Trade adjust industrial promotion policies in a flexible manner, shorten the approval process, disburse and allocate funds according to plan so that localities can proactively and effectively implement them.

Regarding this issue, the Department of Innovation, Green Transformation and Industrial Promotion stated that currently, the planning and evaluation process is regulated by Circular No. 36/2013/TT-BCT on the planning, implementation and management of national industrial promotion funds (amended and supplemented by Circular No. 17/2018/TT-BCT).

The process of ministerial-level appraisal and approval of projects registering for annual national industrial promotion plans of the Ministry of Industry and Trade is implemented in accordance with current regulations on budget progress. However, the unified allocation of national industrial promotion funds is under the authority of the financial agency at the same level according to the provisions of the law on the State budget.

Regarding accelerating the disbursement of central government funds for the implementation of approved national industrial promotion projects, the Ministry of Industry and Trade will discuss this with the Ministry of Finance during the process of amending and supplementing the Circular guiding the preparation, management, and use of industrial promotion funds in the future.
