The National Assembly passed a Resolution piloting a number of specific mechanisms and policies for implementing large-scale projects in the capital city.

On the morning of December 11th, under the chairmanship of National Assembly Chairman Tran Thanh Man and the direction of National Assembly Vice Chairman Vu Hong Thanh, the National Assembly passed a Resolution on piloting a number of specific mechanisms and policies to implement large and important projects in the capital city with 431 out of 435 National Assembly deputies present voting in favor, achieving 99.08%.

The resolution establishes the following principles: ensuring the improvement of the quality and efficiency of investment and construction work in the development of the Capital City, meeting the requirements of the Capital City and the country in the new era. It ensures the application of specific mechanisms and policies to the right target groups, for the right purposes, in a transparent, effective, and economical manner; preventing and combating corruption, waste, negative practices, group interests, and parochialism; and preventing all forms of profiteering in project implementation.

To expedite the implementation of major and important projects that need to be immediately deployed as directed by the Politburo , the Central Party Secretariat, the Government Party Committee, and the Hanoi City Party Committee, the Resolution allows the work of land acquisition, compensation, support, and resettlement to be carried out as an independent project and before the decision and approval of the investment policy.

To ensure strict implementation, Clauses 1 and 2 of Article 7 of the Resolution added provisions assigning the "City People's Council to prescribe criteria, documents, conditions, procedures, and processes for implementation..." and "...to bear full responsibility for land acquisition... ensuring a harmonious balance of interests between the people, the state, and businesses, preventing losses, waste, and group interests, creating public consensus, and avoiding complex incidents, mass complaints, and disruptions to public order and safety."

The resolution assigns the City People's Council the authority to decide on the list of projects for urban renovation, upgrading, and reconstruction.

The resolution takes effect on December 12, 2025, and will be implemented for five years.

In case of discrepancies between this Resolution and the Law on the Capital City, or other laws or resolutions of the National Assembly on the same issue, the provisions of this Resolution shall apply.

In cases where laws or resolutions of the National Assembly enacted after the effective date of this Resolution provide for more favorable or advantageous mechanisms or policies than those stipulated in this Resolution, the application of these provisions shall be decided by the City People's Council.

The specific mechanisms and policies outlined in this Resolution will be considered and incorporated when amending and supplementing the Law on the Capital City.

The head of the agency or unit, and those involved in drafting and implementing this Resolution, may be considered exempt from liability if they have fully complied with all relevant procedures and regulations and acted without personal gain in the performance of their duties, but damage still occurs.

Organizations and individuals with achievements in implementing this Resolution will be rewarded according to the provisions of the law. Strict action will be taken against acts of corruption, profiteering, and harassment by officials and civil servants during the implementation of this Resolution.
