This is not only the first LNG power plant project in the country to enter completion, but also a crucial "piece" in strengthening national energy security, especially for a region that contributes more than 45% of the country's GDP. With modern technology, high environmental standards, and the ability to flexibly meet load demands, Nhon Trach 3 and 4 are expected to become a new resource, helping the South minimize the risk of electricity shortages and ensuring a foundation for industrialization and the transition to green energy.

A fundamental transformation of Vietnam's energy system.
Nhon Trach 3 and 4 are the first two LNG-powered plants in Vietnam, employing state-of-the-art combined cycle gas turbine (CCGT) technology. With a total capacity of nearly 1,500 MW, the project is expected to add approximately 9 billion kWh/year to the system, helping to alleviate electricity shortages in the coming years.
In the context of the National Power Development Plan VIII, which requires gas energy, especially LNG, to play a regulating and balancing role in the system as renewable energy sources increase rapidly, Nhon Trach 3 and 4 become crucial components in enhancing the flexibility and stability of the national power grid, serving as an important base power source in the current context of strong renewable energy development. Importantly, the completion and operation of the Nhon Trach 3 & 4 project also affirms Vietnam's commitment to reducing emissions and achieving carbon neutrality by 2050.

Mr. Hoang Van Quang, Chairman of Vietnam Petroleum Power Corporation (PV Power), stated: "For PV Power, Nhon Trach 3 and Nhon Trach 4 are among the most important, large-scale, and modern projects the corporation has ever implemented. To successfully execute this project, we first adhered to the energy transition orientation and the industrial-energy development strategy of the Vietnam National Energy and Industry Group ( Petrovietnam ). This orientation was established many years ago, creating the foundation for PV Power to implement the country's first two LNG power projects."
A key factor contributing to the project's success is the Group's integrated value chain, in which Vietnam Gas Corporation (PV GAS) plays the role of supplying LNG. The close coordination between the Group's units has created a crucial foundation for the fuel input of the two power plants.

According to the Power Development Plan VIII, 13 LNG projects were planned, and PV Power was the first to realize this model. Accordingly, Nhon Trach 3 and 4 are the pioneering LNG projects in the country, clearly demonstrating Petrovietnam's energy transition orientation and its goal of transforming from a traditional oil and gas corporation into a modern industrial and energy corporation.
Contributing to ensuring national energy security.
Strategically located within the Nhon Trach Power Center, one of the most important power clusters in the South, Nhon Trach 3 and 4 will significantly increase the electricity supply capacity for the Southeast region, home to key industrial zones nationwide. LNG power generation helps reduce reliance on hydropower amidst unpredictable climate change, while also providing a timely supplement to the system during periods of domestic gas shortages.

Investing in the Dong Nai LNG terminal infrastructure, in conjunction with the project, also opens up possibilities for receiving, distributing, and developing the LNG market in the South, thereby contributing to the long-term stability of strategic energy sources.
The Nhon Trach 3 and 4 projects are considered to be modern and pioneering. Initial acceptance results show that Nhon Trach 3 and 4 are the most modern LNG power projects currently in operation, in line with the Party and State's energy transition policy, and making a significant contribution to Vietnam's emission reduction targets in accordance with international commitments.
With a total capacity of over 1,600 MW, the two power plants will make a significant contribution to national energy security. The ripple effect on budget revenue and economic development of Dong Nai and the Southern key economic region will be substantial, creating new impetus for sustainable growth.

During a project progress inspection in November 2025, Deputy Prime Minister Bui Thanh Son highly praised the sense of responsibility and seriousness in project management. The parties involved ensured progress and quality, avoided violations, maintained site discipline, and adhered to the highest safety standards.
The global economy is entering a new recovery phase; Vietnam aims for high growth in the coming period, which will lead to an average annual increase in electricity demand of over 10%. Currently, the national electricity consumption capacity is approximately 55,000 MW, and an additional 7,000-8,000 MW of new power sources are needed each year.
In this context, the contributions of Nhon Trach 3 and 4 are strategically significant, helping to ensure energy security, promote sustainable economic development, and meet environmental protection requirements. High-tech industries, data centers, smart manufacturing, etc., are increasingly demanding large, stable, and clean power sources. Many international financial institutions and technology corporations have expressed their need for "clean electricity" in the Southern region. This further confirms the necessity of bringing LNG power projects in the Power Development Plan VIII into operation soon, the Deputy Prime Minister emphasized.

New impetus for Dong Nai and the Southeast region.
In addition to its strategic significance for energy, Nhon Trach 3 and 4 create a strong ripple effect on the socio-economic development of Dong Nai province and the Southeast region.
The project has mobilized thousands of engineers, experts, and workers in the fields of mechanical engineering, electrical engineering, and construction, creating jobs and boosting the service, logistics, and port industries. Many domestic supporting businesses have participated in supplying materials, steel structures, and mechanical manufacturing, thereby forming a new domestic value chain in the LNG power sector.
Dong Nai is aiming to become a high-tech industrial and service center for the region. With the Nhon Trach 3 and 4 power plants connected to the grid, the province will have an additional stable energy source to serve large industrial zones such as Nhon Trach, Long Thanh, and Bien Hoa, creating a foundation for attracting domestic and foreign investment.
During a recent meeting with Petrovietnam and PV Power, Mr. Vo Tan Duc, Chairman of the People's Committee of Dong Nai province, affirmed that the province always pays special attention to and closely supports the implementation of these two key LNG power projects. According to Mr. Duc, major planning obstacles have been removed, creating favorable conditions for the projects to accelerate and reach completion.
Provincial leaders pledged that in the coming period they will continue to closely coordinate with Petrovietnam and PV Power, promptly addressing any arising difficulties to ensure the project is completed and operated on schedule, maximizing its effectiveness for the national power system.
Mr. Vo Tan Duc emphasized: "When Nhon Trach 3 and 4 become operational, they will not only contribute to solving the energy security problem of the region and the whole country, but also bring in trillions of dong in budget revenue each year for Dong Nai. This is an important driving force to help the province develop its socio-economic development sustainably in the coming period."

Strategic role in key national energy projects
Once operational, Nhon Trach 3 and 4 will become one of Vietnam's strategic power sources in the 2025-2030 period, a time when the system needs to rapidly supplement flexible, clean, and stable power sources. Along with other emerging LNG projects, Nhon Trach 3 and 4 are the first building blocks for a modern and transparent gas energy market, and will help Vietnam integrate more deeply into the global LNG supply chain.
Deputy Prime Minister Bui Thanh Son assessed: “Nhon Trach 3 and Nhon Trach 4 are not only the first two LNG power projects in Vietnam, but also a new symbol of green, sustainable, and modern development thinking. I highly appreciate the efforts of all officials, engineers, and workers. Congratulations on these very proud initial results. The Government is committed to supporting and resolving all difficulties so that the project can be completed soon, making an important contribution to national energy security and the development of Dong Nai in particular, and the Southern key economic region in general.”
With that scale, Nhon Trach 3 and 4 are not just energy projects, but also a strong affirmation of the aspiration to master technology, build a modern, sustainable national energy system, meet the requirements of socio-economic development and ensure energy security for decades to come.
