Multidimensional poverty reduction
On August 12, 2025, the People's Committee of Lao Cai province issued the Plan to implement the National Target Program on Socio -Economic Development of Ethnic Minority and Mountainous Areas in Lao Cai Province in 2025. This is an important document, with specific orientation and action, aiming to continue completing the goals of Phase I of the National Target Program for the period 2021 - 2025, preparing a solid foundation for the next phase.
The general objective of the Plan is to exploit the potential and advantages of the locality to develop the economy, ensure social security, reduce poverty quickly and sustainably, and narrow the gap in living standards and income of ethnic minorities and mountainous areas compared to the national average...

The specific goals emphasized, by the end of 2025, are quantified in detail with many clear indicators, in which the most prominent is to strive to reduce the poverty rate among ethnic minorities by an average of 5-6% per year; have 61 communes and 494 villages out of the list of particularly difficult; ensure 100% of communes have asphalt or concrete roads to the center, 70% of villages have hardened roads, 100% of schools and medical stations are solidly built, 99% of households have access to the national grid, 90% of ethnic minorities have access to clean water for daily life.
Regarding education, the rate of students attending school at all levels is from 60 - 98%, of which high school students are over 60%, 5-year-old kindergarten students are 98%. Regarding health and society, the rate of ethnic minorities participating in health insurance is 98%; 80% of pregnant women receive regular prenatal check-ups, 80% of women give birth at medical facilities or with the support of medical staff, the rate of underweight children under 5 years old is reduced to 15%.
Regarding labor, 50% of people of working age received appropriate vocational training, 155,418 workers received vocational training during the year, more than 14,000 households received support for career conversion, 1,143 households received support for production land, 2,520 households received stable residential arrangements, and 48 new centralized domestic water works were built.
Deploy multiple solutions
To achieve the above objectives, the Plan proposes synchronous solutions. First of all, it is necessary to ensure basic social security by supporting residential land, production land, housing, domestic water and arranging and relocating residents in necessary places, especially in areas affected by natural disasters and spontaneous migration. Next is to develop sustainable agricultural and forestry production, associated with forest protection and income increase; support commodity production along the value chain; encourage start-ups and attract investment in difficult areas.
Along with that, the province focuses on investing in essential infrastructure serving production and life, prioritizing especially difficult communes and villages; at the same time, maintaining and repairing invested works to ensure long-term effective use.
Another important solution is to improve the quality of human resources through innovating the activities of ethnic boarding and semi-boarding schools, promoting illiteracy eradication, expanding vocational training linked to practical needs and fostering ethnic knowledge and languages for grassroots cadres, civil servants and public employees.
Along with economic development, the Plan also emphasizes the preservation and promotion of traditional cultural values of ethnic groups in association with tourism development; supporting artisans, teaching culture, restoring festivals, building community cultural models, and developing unique tourism products. People's health care is given top priority with solutions to improve the health and stature of ethnic minorities, improve nutrition for women and children, prevent epidemics, and strengthen grassroots healthcare.
According to Mr. Nong Viet Yen, Director of the Department of Culture, Sports and Tourism of Lao Cai province, with great tourism potential from landscape, spirituality, cultural diversity from many ethnic groups; the core philosophy of the province is "turning heritage into assets".
This is not just a slogan, but a specific action strategy. The province will support and create conditions for ethnic communities such as Mong, Dao, Tay, Muong, Thai... to be proud and proactive in turning their unique cultural values into tourism products.
