Timely and targeted capital allocation
Project 1 on Supporting investment in developing socio -economic infrastructure in poor districts, especially disadvantaged communes in coastal and island areas has made an important contribution to changing the infrastructure in disadvantaged communes of Thanh Hoa province. The invested projects have helped poor areas develop infrastructure to serve people's lives, production, and circulation of goods, improving the quality of life for people and promoting economic growth.
In the period of 2021 - 2025, Thanh Hoa was allocated over 1,249.5 billion VND by the Central Government to support investment in socio-economic infrastructure development in poor districts. To ensure the set goals, the Provincial People's Council has promptly allocated capital, the Chairman of the Provincial People's Committee has assigned detailed capital to 6 poor districts from 2022 - 2024 to implement 59 projects, of which 28 projects are carried over from the period of 2016 - 2021, 31 new investment projects; projects invested by district level.

A report by the Department of Agriculture and Environment of Thanh Hoa province shows that, among the 59 investment projects under Sub-project 1, 26/28 transitional projects have been completed, the remaining 33 projects are under construction, basically ensuring progress; 50 maintenance projects using public funds have been completed and put into use.
In addition, in the period of 2021 - 2025, Thanh Hoa has 3 communes with special difficulties in the coastal and island areas, including: Nghi Son, Hai Ha in the territory of Nghi Son town (old); Ngu Loc in Hau Loc district (old). The Provincial People's Council has allocated development investment capital from the central budget for Ngu Loc and Nghi Son communes of 45 billion VND; career capital of 4.5 billion VND. Because Hai Ha commune is included in the expansion plan for Nghi Son Economic Zone until 2035, with a vision to 2050 approved by the Prime Minister, the province does not allocate investment capital to avoid waste.
The invested projects have supported extremely disadvantaged communes in developing socio-economic infrastructure, contributing to the completion of infrastructure, creating essential regional links, serving people's lives, production, circulation of goods, improving the quality of life for people and promoting economic growth in the area. Up to now, 12 projects using development investment capital and 10 maintenance projects using public capital have been implemented and completed and put into use. By the end of 2024, Ngu Loc commune, Hau Loc district (old) was recognized as having escaped the situation of extreme difficulty in Decision No. 1535/QD-TTg dated December 9, 2024 of the Prime Minister.
Standing Vice Chairman of the Provincial People's Council Le Tien Lam affirmed that the timely allocation of capital by the Provincial People's Council is important to ensure resources for socio-economic development and effective disbursement of public investment projects. When capital is allocated at the right time, projects will not be delayed or delayed, and will promptly meet the needs of localities, especially disadvantaged areas.
Urgently implement projects
Currently, in the disadvantaged communes of the mountainous areas of Thanh Hoa province, a series of traffic projects are being urgently implemented from the capital source of the National Target Program for Sustainable Poverty Reduction. These projects will create connections between remote villages and areas with favorable economic conditions to promote development linkages.
According to the Director of the Lang Chanh Area Construction Investment Project Management Board, Pham Hung Sam, the unit is implementing 3 large projects with a total investment of more than 114 billion VND. Of which, the road from Van village to Peo village, Van village, Yen Thang commune to Chieng Nua village, Yen Khuong commune has a total investment of 51.7 billion VND, currently reaching 45% progress. The road project from Ngam Poc village to Con village, Vin village has completed 85% of the volume, and the road upgrade project from Pong village to Khu village, Giao An commune has completed 90%.
"The completed routes will create favorable conditions for people to travel conveniently, opening up opportunities for trade, production development, and sustainable poverty reduction," Mr. Sam affirmed.

Along with transport infrastructure, essential civil works are also being urgently deployed in many localities in Thanh Hoa province. However, many works and projects still face difficulties and obstacles, such as: long investment preparation time, lack of counterpart capital, weak staff capacity and slow site clearance... In particular, some projects have to stop to change the purpose of forest land use, which also affects progress and efficiency.
With the goal of achieving 100% of the planned disbursement rate of public investment capital by the end of 2025, including investment capital under the National Target Program for Sustainable Poverty Reduction, Thanh Hoa is implementing many tasks and solutions to speed up the progress of projects and works to ensure development goals and meet the requirements and expectations of people in remote and isolated areas.
