Prime Minister Pham Minh Chinh meets with the United Nations Secretary-General.

On the afternoon of October 25th, at the National Convention Center, Prime Minister Pham Minh Chinh held a meeting with United Nations Secretary-General António Guterres during his official visit to Vietnam and to attend the signing ceremony of the Convention on Cybercrime.

During the meeting, the Prime Minister warmly welcomed the UN Secretary-General back to Vietnam, stating that the visit was of great significance in strengthening the long-standing cooperative relationship between Vietnam and the United Nations, from the post-war reconstruction period to the Doi Moi (Renovation) period, and expressed the hope that the United Nations would continue to accompany and support Vietnam in entering a new stage of development.

Affirming that supporting and cooperating with the United Nations is a "tradition" of Vietnam, the Prime Minister emphasized that in the coming period, Vietnam will further strengthen its contributions to the activities of the United Nations.

The Prime Minister highly appreciated the immense contributions of the United Nations to peace, development, and the protection of human rights globally, and stated that in the context of an emerging multipolar international landscape with many complex developments, the role of the United Nations has become more important than ever.

The Prime Minister affirmed that Vietnam has always supported multilateralism with the United Nations playing a central role, promoting adherence to the UN Charter and international law, and the organization of the signing ceremony of the Convention on Cybercrime is a testament to this strong commitment.

Sharing his views on the situation in Vietnam, the Prime Minister stated that, amidst global uncertainties, Vietnam has maintained political and social stability, its economy is recovering positively, with projected growth of around 8% in 2025, and is focusing its efforts on the goal of becoming a developed, high-income country by 2045. The Vietnamese Party and State have issued many strategic policies, demonstrating breakthroughs in innovative thinking, removing bottlenecks, and fostering development in key sectors.

Emphasizing Vietnam's consistent stance of making the people the subject, goal, and driving force of development, the Prime Minister affirmed that economic development in Vietnam is closely linked to environmental protection, ensuring social welfare, security, and safety for the people, especially vulnerable groups.

Vietnam, like every other country, needs to strive to ensure peace, stability, and sustainable development so that the world and the regions can have peace and stability, creating conditions for sustainable development and human development.

Based on the shared interests of both sides, Prime Minister Pham Minh Chinh proposed that the United Nations and Vietnam strengthen cooperation according to the following priorities:

Firstly, in responding to climate change and the energy transition, we propose that the United Nations support access to preferential climate finance, the transfer of next-generation clean technologies, and capacity building for response.

Secondly, we propose that the United Nations continue to promote reforms to the international financial structure, effectively mobilize ODA and private capital, encourage digital transformation to serve inclusive development; and at the same time strengthen the mobilization of resources for Vietnam to accelerate the implementation of the Sustainable Development Goals (SDGs).

Thirdly, in light of recent complex developments in international affairs, the international community needs to continue to promote the central role of the United Nations, uphold the role of the UN Charter and international law, and strengthen international solidarity to address global challenges and regional conflicts.

Secretary-General António Guterres thanked and congratulated Vietnam on successfully hosting the signing ceremony of the United Nations Convention on Cybercrime, the latest evidence of Vietnam's outstanding role and contributions at multilateral forums, along with contributions and initiatives that have become "trademarks" in areas such as peacekeeping, promoting sustainable development, responding to climate change, and South-South cooperation.

The Secretary-General affirmed that the United Nations will continue to stand alongside Vietnam in this new phase of development, especially in supporting the implementation of climate commitments, SDGs, and global financial reforms.

The UN Secretary-General particularly appreciated the role, position, and respect that the international community has for Vietnam, stemming from Vietnam's history and current successes in realizing the ideals pursued by the United Nations regarding peace, security, development, and human dignity, along with the broad network of relations that Vietnam has with all UN members.

Therefore, the UN Secretary-General highly anticipates and trusts that Vietnam will leverage its role, position, and prestige to contribute to building a new international relations structure, especially in the context of today's rapidly evolving and complex international political landscape.

The Secretary-General urged Vietnam to actively support UN initiatives and priorities that promote the implementation of the SDGs and the reform of the international financial structure; expressed his hope that Vietnam would make stronger climate commitments, as well as participate in UN efforts on preventive diplomacy, mediation, and conflict prevention.

At the conclusion of the meeting, the two leaders expressed their confidence that, with joint efforts and determination, the Vietnam-United Nations relationship will continue to develop strongly, for the benefit of the Vietnamese people, and for peace, cooperation, sustainable development, and progress worldwide.
