
The People's Committee of Ho Chi Minh City has just issued Plan No. 200/KH-UBND on building a roadmap for technological innovation for the city's key economic sectors until 2035 (hereinafter referred to as the Plan).
The plan aims to contribute to the realization of the main task of developing Ho Chi Minh City, as approved at the First Congress of the Ho Chi Minh City Party Committee, term 2025-2030, which is "rapid and sustainable economic development based on innovation in the growth model, restructuring the economy towards using science and technology and innovation as the main driving force; promoting comprehensive digital transformation and green transformation; developing a knowledge-based, creative economy capable of participating in global value chains."
The Ho Chi Minh City People's Committee requires that the technology innovation roadmap must ensure scientific rigor, consistency, and the potential for breakthroughs; clearly define key tasks for each stage; mobilize social resources comprehensively; and strengthen the "Three-Party" cooperation model (State - Schools - Businesses). The roadmap is also designed to be "open," allowing for monitoring, evaluation, and periodic adjustments.

According to the plan, Ho Chi Minh City will focus on completing the city-level technology database and map; strengthening inter-sectoral coordination; building mechanisms to support technological innovation; and promoting businesses to increase the rate of equipment and production process innovation by 5–10% per year during the 2026–2035 period.
Simultaneously, Ho Chi Minh City focuses on developing high-quality human resources in science and technology, forming a network to support innovation and technology transfer, and promoting domestic and international cooperation.
The plan outlines key solution groups including assessing the current state and developing a technology roadmap; improving mechanisms and policies; developing science and technology infrastructure; enhancing human resource capacity; supporting businesses in innovation and technology mastery; strengthening regional linkages and foreign cooperation; and organizing assessments and updating the roadmap every two years.

Ho Chi Minh City's technology innovation plan is designed to enhance its capacity to absorb, apply, and master advanced technologies. This will not only help innovate the growth model but also promote comprehensive digital and green transformation. In particular, the plan emphasizes the development of a knowledge-based and innovative economy, enabling Ho Chi Minh City to participate more deeply in global value chains.
Furthermore, Ho Chi Minh City also focuses on developing high-quality scientific and technological human resources, forming a network to support innovation and technology transfer. Strengthening domestic and international cooperation is also considered a key factor in the successful implementation of this plan.

Furthermore, the plan not only focuses on key economic sectors such as mechanical engineering, electronics and information technology, pharmaceuticals and plastics, and food processing, but also expands to potential areas such as artificial intelligence, microchips and semiconductors, biotechnology, services, and tourism. These are the fields expected to create strong competitiveness for the city in the future.
According to the Ho Chi Minh City People's Committee, the implementation of the technology innovation roadmap by 2035 is not only a strategic step but also a strong commitment of Ho Chi Minh City to sustainable development and international integration; creating a foundation to enhance the competitiveness of key economic sectors as well as potential fields, contributing to making Ho Chi Minh City a leading science and technology center of the country.
