The program aims to create a breakthrough, shifting to a development model based on technology and innovation, with six key economic sectors as its pillars.
This includes: high-tech industries - semiconductors - artificial intelligence - digital industries; mechanical engineering - automotive - supporting industries; medicinal plants - biotechnology; logistics - port infrastructure - free trade zones (FTZs); tourism focused on developing high-quality tourism and services; high-quality financial services - education - healthcare.
At the same time, mastering core technologies that have a significant impact on the city's economic growth directly contributes to improving labor productivity, green growth, digital transformation, national security, and the development of key economic sectors; supplementing and perfecting the legal system and infrastructure serving innovation and creative entrepreneurship.
Closely link R&D activities at universities and research institutes with the technological innovation needs of businesses, forming innovation centers that link universities, businesses, and the government (the three-party model).
The specific goal for the period 2025-2030 is to focus on researching and mastering core technologies, building demonstration models, and piloting technology applications in the city's key economic sectors.
The city will select, pioneer, master, and support the commercialization of at least 3-5 core technology products that are highly urgent, have a domestic market, a clear ripple effect, the ability to replace imports, the potential for rapid success, and have committed businesses; and build a network of research and testing centers and a controlled testing mechanism (sandbox) for core technologies.
The number of businesses in key economic sectors implementing technological innovation is increasing by an average of 10-15% per year; 80% of businesses producing products in key economic sectors directly participate in the program to establish research and development (R&D) organizations.
In addition, approximately 30-50 innovative startups based on core technologies will be formed and nurtured.
During the period 2030-2035, the focus will be on expanding the application of technology, developing new products and services with high added value, concentrating on domestic and international markets, and enhancing the competitiveness of businesses.
At the same time, continue to develop at least 8-10 core technology products through international cooperation, technology transfer, technology decoding, and technology improvement, focusing on fundamental areas.
These include: artificial intelligence, the Internet of Things, big data, cloud computing, blockchain, semiconductors, quantum technology, nanotechnology, 5G and 6G mobile communications, satellite communications, new materials, biomedical technology, new energy... and a number of emerging technologies serving the city's key economic sectors.
