Infrastructure synchronization
According to the plan for undergrounding and upgrading the telecommunications cable system in Lam Dong province from 2025 to 2030, the province aims to develop a modern telecommunications infrastructure in conjunction with urban beautification. This will gradually underground the cable network, eliminating damaged or improperly installed cables that both detract from the aesthetics and pose potential electrical safety risks.

The implementation also aims to encourage socialized investment, calling on businesses to participate in building shared technical infrastructure systems, improving the efficiency of urban resource use and service quality for people.
The plan requires that undergrounding be carried out in conjunction with projects to renovate sidewalks, upgrade roads, public lighting systems, electricity supply, water supply and drainage, and other technical infrastructure works. Central roads and neighborhoods will be prioritized for implementation first, ensuring suitability to the actual situation of each locality.
During the period 2025-2026, Lam Dong province aims to upgrade at least 50% of the telecommunications cable system on major roads in the central area; and to underground 100% of telecommunications cables on newly invested roads in urban areas.
In the period 2027-2028, the entire province aims to upgrade all central roads and at least 70% of the remaining roads. By the period 2029-2030, the province will complete the upgrading of the telecommunications cable system in all urban areas, implementing 100% underground cabling on roads with adequate technical infrastructure.
This is not only a specialized task but also an essential requirement in the process of building smart cities, aiming for more sustainable, safe, friendly, and modern development for the people.
Ensuring progress and urban aesthetics
To effectively implement the plan, the Lam Dong Department of Science and Technology is assigned as the lead agency, coordinating with relevant sectors, telecommunications and cable television companies, electricity companies, and local authorities to organize its implementation.
The province has established a Task Force to inspect and evaluate the implementation of undergrounding and upgrading the telecommunications cable system in communes, wards, and special zones (referred to as Task Force 168) to inspect and monitor the implementation process at the grassroots level.

On October 14, 2025, Mr. Tran Thanh Duy, Deputy Director of the Lam Dong Department of Science and Technology, chaired a meeting to discuss plans for undergrounding and reorganizing telecommunications cables in the area.
At the meeting, the parties agreed that in October 2025, the Department of Science and Technology, in coordination with the Project Management Board (formerly Da Lat) and Task Force 168, will conduct a field survey on several priority routes for undergrounding cables, such as Hoang Van Thu, Bui Thi Xuan, Nguyen Dinh Quan, and Phu Dong Thien Vuong. These routes have a high density of cables, significantly impacting urban aesthetics.
Telecommunication and cable television enterprises are required to prepare appropriate resources, equipment, and construction vehicles to ensure progress. In particular, Viettel Lam Dong will support forklifts from October 20-22, 2025. Lam Dong Electricity Company will continue to support forklifts from October 27-31, 2025 and send technical staff to guide on ensuring electrical safety during construction.
This October, the renovation and withdrawal of cable cars will be carried out on many key routes in the Da Lat area. In particular, the Nguyen Dinh Quan route (Cam Ly ward - Da Lat) will be renovated from October 20 to 22, 2025. From October 22 to 25, 2025, the cable cars will be dismissed and withdrawn on the Phu Dong Thien Vuong route (from the intersection of Da Lat University to the intersection of Van Hanh). Next, from October 27 to 31, 2025, the renovation work will continue on the Nguyen Dinh Chieu route (from the intersection of Suong Nguyet Anh to Quang Trung).
Undergrounding and reorganizing the telecommunications cable system not only aims to address the unsightly tangle of cables in the urban landscape, but also helps ensure electrical and traffic safety, creating a foundation for upgrading technical infrastructure and better serving the digital transformation and smart city development process in Lam Dong.

After completing these routes, the Department of Science and Technology will continue to coordinate with relevant units to remove telecommunication cables at key intersections such as: Dong Tam - Hoang Van Thu, Hai Ba Trung - Hai Thuong, and Bui Thi Xuan (formerly in Da Lat City), Thu Khoa Huan, Huynh Thuc Khang, Nguyen Dinh Chieu, Tran Quy Cap (formerly in Phan Thiet City)...
All surveying, connection, and cable removal activities will be conducted cautiously, in accordance with technical standards, ensuring safety and consistency.

During the implementation process, the Department of Science and Technology requested the Provincial Police to provide support in ensuring traffic safety at the construction sites. At the same time, it requested telecommunications and cable television companies to instruct their technical staff to strictly comply with regulations on occupational safety, remove discarded cables, and maintain cleanliness and aesthetics in the construction area.
Towards a green, clean and beautiful urban appearance
According to the Department of Science and Technology, undergrounding and upgrading telecommunication cable systems is inevitable, in line with the development trend of modern cities.
Upon completion, the urban landscape of Lam Dong province, especially the Da Lat and Phan Thiet areas, will become more open, tidy, and safer, eliminating the "spiderweb" of overhead cables. The implementation of the plan also brings many long-term benefits such as: increased safety for the electrical and telecommunications systems; reduced risk of fire and explosions; improved maintenance capabilities; reduced operating costs; and improved conditions for residents and tourists in their daily lives, tourism, production, and business activities.
In the coming period, the Department of Science and Technology will continue to coordinate with localities to inspect, supervise, and evaluate the effectiveness of the implementation of Plan 2291/KH-UBND of the Provincial People's Committee, promptly resolving difficulties and obstacles to ensure the set progress.
With the coordinated efforts of various sectors, units, and businesses, and the consensus of the people, the urban landscape of Lam Dong is gradually changing towards a greener, cleaner, more beautiful, and more civilized direction. The undergrounding of telecommunications cables is a concrete action demonstrating the determination to build a modern, safe, and livable Lam Dong.
