Hoi An commune has a rather complex security situation. The transportation network includes many routes, from national highways, provincial roads, and rural roads to trails along canals and across fields, dividing the area; it is surrounded by rivers and waterways, with a complex network of canals and ditches… At times, it has been a "battleground" for criminal gangs. Although some have been dismantled by law enforcement, remnants and negative consequences still remain. Some illegal gambling dens, such as cockfighting, dice games, and lottery, operate clandestinely, causing public resentment and affecting social order and safety.
Lieutenant Colonel Nguyen Hoai Han, Head of the Hoi An Commune Police, said that in order to create a channel for receiving information on security and order issues and to promote the nationwide movement to protect national security, the unit mobilized social resources to produce over 600 keychains with images and the phone number of the commune police's duty officer, which receives information 24/7, making it easy for people to contact them. When detecting unusual situations such as theft, disturbances, traffic accidents, fires, or suspicious individuals, people can call the phone number printed on the keychain to receive timely guidance and support from the commune police. This method helps shorten the time for receiving and processing information and increases proactiveness in ensuring security and order at the grassroots level.
Before the administrative unit merger, many localities had implemented this model. After consolidating the organizational structure, the keychains were "updated." Mr. Nguyen Van Nhan, residing in An Thuan hamlet, shared: "This keychain is very important to us, those of us who ride Honda motorbikes. Because we easily encounter criminals and issues related to public order and security when we are frequently present on the roads and in residential areas. The phone number on the keychain will help us promptly inform the commune police when an incident occurs. At the same time, the image on the keychain helps us better identify the new boundaries of the commune after the merger."
Similarly, Mr. Nguyen Anh Dung, residing in An Luong hamlet, said: "Having keychains makes people feel much safer. When they spot a thief or have a conflict in the area, people can easily inform the police, without having to ask others to find the phone number, and without the risk of losing track of the criminal."
The security keychain model, though small, contributes to preventing, detecting, combating, and handling various types of crimes and violations of the law. At the same time, it strengthens coordination between agencies, units, and hamlet people's committees in ensuring security and order and the nationwide movement to protect national security. The keychain reminds people to raise their awareness and responsibility to work together to maintain security and order in the area. Thanks to this keychain, late on November 3rd, the Hoi An Commune Police received a report from residents: In the An Thuan hamlet area, nearly 20 teenagers were gathered preparing to race on Provincial Road 944. Immediately afterwards, the authorities arrived at the scene, dispersed the group, and restored peace to the people.
“We plan to expand the security keychain model to all hamlets, schools, and production and business establishments in the area. This is a practical, accessible, and effective model, reflecting the image of the People's Police officers who are always proactive and dedicated to serving the people, bringing peace and trust to each family and community,” Lieutenant Colonel Nguyen Hoai Han emphasized.
