
On October 10, 2025, the Government issued Decree No. 261 amending and supplementing several articles of Decree No. 100 dated July 26, 2024, of the Government detailing several articles of the Law on Housing regarding the development and management of social housing. Accordingly, from October 10, 2025, the preferential loan interest rate for purchasing or lease-purchasing social housing; purchasing or lease-purchasing housing for the armed forces; and constructing, renovating, or repairing housing at the Vietnam Social Policy Bank (VSPB) will be officially reduced to 5.4% per year (previously 6.6% per year). Furthermore, this new interest rate will also apply to loans that have already been signed with the VSPB before October 10, 2025, creating favorable and fair conditions for borrowers.
Mr. Phan Anh Thang, Deputy Director of the Provincial Branch of the Vietnam Bank for Social Policies, said: "Reducing interest rates on preferential loans for social housing is a concrete step, demonstrating the determination of the Party and the State in ensuring social security and helping low-income people easily access capital. The regulation adjusting existing loan terms is both humane and fair, while also encouraging people to borrow more confidently. To implement the program, the branch has directed its transaction offices to intensify information and communication about the new interest rates, and to adjust credit contracts to ensure the rights of customers. Simultaneously, the branch proactively reviews loan needs, disburses funds quickly and to the right recipients, contributing to improving the effectiveness of preferential credit policies in the area."
Following the directives of the Provincial Social Policy Bank, the branch offices have proactively implemented measures to disseminate information about the new interest rates to the people, while also reducing interest rates for households with outstanding loans. According to Ms. Nguyen Thanh Huyen, Deputy Director of the Huu Lung Branch Office of the Social Policy Bank: In addition to disseminating information about how to access and the program's benefits to the people, the unit has also coordinated with customers to adjust credit contracts to ensure that customers benefit from this interest rate policy. Currently, the outstanding loan balance for the social housing program at the branch office is 23.5 billion VND, with 52 households still having outstanding loans.
Thanks to the proactive efforts of the branches in implementing the policy, the interest rate reduction has quickly reached the people. To date, the total outstanding loan balance of the program has reached over 327 billion VND with nearly 800 borrowing households. Of this, the loan disbursement of the program from the beginning of 2025 to date is 60 billion VND with 190 borrowing households.
Mr. Luong Trung Hieu, from Block 5, Ky Lua Ward, said: "My family used to live in a dilapidated single-story house, but we didn't have the means to build a new one. In 2022, through the guidance and information provided by the staff of the Cao Loc Branch of the Vietnam Bank for Social Policies, my family applied for a 500 million VND loan under the social housing loan program. Combined with our savings and loans from relatives, we were able to build a spacious 70 m2 house. Recently, when we were informed about the interest rate adjustment, the monthly interest payment has decreased significantly, easing our financial burden and giving me much more peace of mind."
It is evident that the policy of reducing interest rates on social housing loans has opened more doors for many families in the province in their journey to realize their dream of owning a home. With the financial burden eased, people have the opportunity to focus on economic development and improve their quality of life. Along with the State's attention and the decisive involvement of the Social Policy Bank system, the preferential social housing loan program is expected to continue to be a support system helping people in the province build sustainable homes, contributing to ensuring social security in the area.
