Five key areas in Vietnam - United Nations cooperation

(Dan Tri) - President Luong Cuong proposed five key areas of cooperation between Vietnam and the United Nations in the coming time.

At the invitation of President Luong Cuong, United Nations Secretary-General António Guterres paid an official visit to Vietnam and attended the signing ceremony of the United Nations Convention against Cybercrime from October 24 to 25.

On the afternoon of October 24th, following a solemn official welcoming ceremony at the Presidential Palace, President Luong Cuong held talks with the United Nations Secretary-General.

Vietnam is an active member of more than 70 international organizations.

Warmly welcoming the UN Secretary-General on his second official visit to Vietnam and his participation in the signing ceremony of the UN Convention against Cybercrime, coinciding with the 80th anniversary of the United Nations and Vietnam's 80th National Day, President Luong Cuong affirmed that this visit is of paramount importance, reflecting the parallel development journey between Vietnam and the United Nations.

Expressing delight at the increasingly developing cooperative relationship between Vietnam and the United Nations over nearly five decades, the President thanked the United Nations for its valuable support over the past nearly five decades, as well as the support and affection that Secretary-General Guterres has shown towards Vietnam during this time.

The President emphasized that Vietnam has strived to fight for independence, national reunification, and strong development. From a poor country heavily devastated by war, it has risen to become one of the 32 largest economies and one of the top 20 trading nations in the world; it has diplomatic relations with 194 countries and is an active member of more than 70 international organizations.

The President affirmed Vietnam's determination and efforts to achieve the goal of becoming a modern, middle-income developing country by 2030 and a developed, high-income country by 2045, through the implementation of three strategic breakthroughs: improving institutions, developing high-quality human resources, and building a modern, integrated infrastructure.

United Nations Secretary-General António Guterres expressed his joy and special affection for Vietnam during his second official visit and thanked President Luong Cuong, the State and people of Vietnam for the warm, cordial and friendly welcome extended to the Secretary-General and the high-level UN delegation.

The UN Secretary-General expressed particular admiration for Vietnam's courageous struggle for independence and national reunification, as well as its remarkable development and its goal of achieving double-digit growth in the coming years.

Mr. Guterres highly appreciated Vietnam's role, position, prestige, and outstanding positive contributions to the common work of the United Nations in all pillar areas, notably its hosting of the opening ceremony for the signing of the United Nations Convention against Cybercrime in Hanoi and its active participation in UN peacekeeping operations.

The Secretary-General affirmed that the United Nations will continue to stand alongside, care for, and support Vietnam's development priorities, and expressed his hope that Vietnam will further enhance its role, position, and voice within the United Nations, playing a pioneering role in shaping a multipolar world in which multilateralism and global governance mechanisms operate more effectively, and the rightful role of developing countries and emerging economies is more prominent.

Vietnam is ready to participate and contribute more to peacekeeping activities.

Affirming that Vietnam will continue to make positive and responsible contributions to peace, stability, cooperation, and development in the region and the world, President Luong Cuong proposed five key areas of cooperation between Vietnam and the United Nations in the coming period.

Firstly, the United Nations needs to be reformed to enhance its effectiveness, efficiency, and optimize resources. In this process, Vietnam is ready to welcome the UN if it wishes to establish offices or organizations in Vietnam.

Secondly, strategic cooperation between Vietnam and the United Nations needs to be focused and prioritized, concentrating on key areas such as science, technology, innovation, development of high-quality human resources, response to climate change and natural disasters, non-traditional security challenges, and just energy transition.

Thirdly, Vietnam is ready to participate and contribute more to peacekeeping activities.

Fourth, we need to strengthen cooperation in combating transnational crime and cybercrime for a safe and healthy environment, and for peace, stability, and sustainable development.

Fifth, it is necessary to further strengthen cooperation between ASEAN and the United Nations.

Discussing international and regional issues, both sides agreed on the need to further strengthen multilateralism with the United Nations playing a central role, upholding adherence to international law, and fostering solidarity and cooperation in the context of unpredictable changes in the global and regional security and political situation.

Affirming ASEAN's strategic role for the United Nations, Mr. Guterres agreed to further promote ASEAN-UN cooperation and support ASEAN's central role in the regional security and development architecture, as well as the bloc's efforts in maintaining peace and stability.

At the conclusion of the talks, President Luong Cuong and United Nations Secretary-General António Guterres highly appreciated the results of the exchange, which demonstrated friendship, trust, and mutual understanding, contributing to further deepening the comprehensive cooperation between Vietnam and the United Nations.

António Guterres has served as Secretary-General of the United Nations since 2017 and paid an official visit to Vietnam in 2022.

This is the second official visit of the UN Secretary-General. On October 25th, the UN Secretary-General will attend the signing ceremony of the United Nations Convention against Cybercrime, presided over by President Luong Cuong, at the National Convention Center.
