The Ho Chi Minh City Department of Education and Training has recently issued a document guiding the implementation of salary regulations (regular salary increases, early salary increases, and seniority allowances exceeding the standard rate) for civil servants in the education sector.
According to the guidance of the Department of Education and Training, the People's Committees at the commune level are responsible for implementing and guiding the salary regime for civil servants in public kindergartens, primary schools, and secondary schools under their management, as stipulated in Document No. 1397 dated August 27th by the People's Committee of Ho Chi Minh City.
For public service units under the Department of Education and Training, the Director of the Department of Education and Training decides on: regular salary increases, seniority allowances exceeding the standard rate, and other salary-related regimes and policies for managerial staff and staff holding professional titles of Grade I with salary grades A2, Grade II, and equivalent at public service units that partially self-finance their recurrent expenditures and public service units whose recurrent expenditures are fully covered by the State, under the Department.
The Director of the Department also decided to grant early salary increases to civil servants in public service units that partially self-finance their operating expenses and public service units whose operating expenses are fully covered by the State, within the scope of management, according to the rate of early salary increases.
The head of a public non-profit organization that partially self-finances its recurrent expenditures and a public non-profit organization whose recurrent expenditures are fully covered by the State shall decide on regular salary increases, seniority allowances exceeding the standard rate, and other salary-related benefits and policies for civil servants under their management holding professional titles of rank III and equivalent or lower within the organization, excluding managerial civil servants.
The head of a public non-profit unit that is self-financing for recurrent expenditures, and a public non-profit unit that is self-financing for both recurrent and investment expenditures, decides on salary classification, salary grade advancement (regular, early), and seniority allowance exceeding the standard rate for civil servants holding professional titles of Grade I with salary grade A2 and from Grade II downwards within their scope of management, excluding managerial civil servants.
The document also clarifies the implementation process, aiming to ensure that documents and procedures are processed within the specified timeframe and regulations.
