On December 12th, the Ho Chi Minh City Department of Education and Training issued guidelines on the implementation of salary regulations for civil servants.
Regarding the salary regime for civil servants in public kindergartens, primary schools, and secondary schools under the management of the People's Committees of wards, communes, and special zones, the People's Committees are responsible for implementing and guiding the implementation of the salary regime for civil servants in public kindergartens, primary schools, and secondary schools within the scope of management of the People's Committees at the commune level.
Regarding the implementation of the salary regime for civil servants in public service units under the Department of Education and Training, the Director of the Department of Education and Training decides on regular salary increases, seniority allowances exceeding the standard rate, and other salary regimes and policies for managerial civil servants under the Department's appointing authority (except for the provisions in point b, clause 8, Section I of document No. 1397/2025 of the People's Committee of Ho Chi Minh City).
Regular salary increases, seniority allowances exceeding the standard rate, and other salary-related benefits and policies for civil servants holding professional titles of Grade I with salary grades A2, Grade II, and equivalent at public non-profit units that partially self-finance their recurrent expenditures and public non-profit units whose recurrent expenditures are fully covered by the State, under the direct management of the Department.
Advancement of salary grades for civil servants in public non-business units that partially self-finance their recurrent expenditures and public non-business units whose recurrent expenditures are fully covered by the State, under the management scope, shall be based on the accelerated salary grade advancement rate stipulated in Circular No. 08/2013 of the Ministry of Interior guiding the implementation of the regular salary grade advancement and accelerated salary grade advancement regime for cadres, civil servants, public employees and workers, as amended and supplemented by Circular No. 03/2021 of the Ministry of Interior.

Regular salary increases, seniority allowances exceeding the standard rate, and other salary-related benefits and policies for managerial staff under the department's appointing authority.
The head of a public non-profit organization that partially self-finances its recurrent expenditures and a public non-profit organization whose recurrent expenditures are fully covered by the State shall decide on regular salary increases, seniority allowances exceeding the standard rate, and other salary-related benefits and policies for civil servants under their management holding professional titles of rank III and equivalent or lower within the organization, except for civil servants under point a, clause 2.1.
The head of a public non-profit unit that is self-financing for recurrent expenditures and a public non-profit unit that is self-financing for both recurrent and investment expenditures shall decide on salary classification, salary grade advancement (regular, early), and seniority allowance exceeding the standard rate for civil servants holding professional titles of Grade I with salary grade A2 and from Grade II downwards within their management scope, excluding civil servants under point a, clause 2.1.For dossiers falling under the purview of the Director of the Department of Education and Training, the head of the unit is responsible for implementing, reviewing, and compiling the dossiers and submitting them to the Department of Education and Training for consideration and decision.
