The Ministry of Education and Training speaks out about the issue of foreign university degrees not being recognized.

(NLĐO) - The Ministry of Education and Training announced that it is considering establishing an inspection team to conduct a comprehensive inspection of the London College of Design and Fashion.

The Ministry of Education and Training (MOET) announced on the evening of December 12th that it had received information and feedback from students and the press regarding the recognition of diplomas awarded under the joint training program between the London College of Design and Fashion and Liverpool John Moores University (United Kingdom).

The Ministry of Education and Training does not recognize diplomas from the London College of Design and Fashion .

Regarding these matters, the Ministry of Education and Training stated that concerning the request to recognize university degrees awarded by Liverpool John Moores University (United Kingdom) to a number of students:

Immediately after receiving the applications for diploma recognition provided by several students, based on the documents and confirmation from the London College of Design and Fashion; and pursuant to point a, clause 3, Article 4 of Circular No. 13/2021/TT-BGDĐT dated April 15, 2021, of the Ministry of Education and Training regulating the conditions, procedures, and authority for recognizing diplomas issued by foreign educational institutions for use in Vietnam, the Quality Management Department (Ministry of Education and Training) issued written responses stating that the university-level diplomas issued by Liverpool John Moores University to these students do not meet the current requirements for recognition.

Regarding media reports about diploma recognition and joint training activities related to the London College of Design and Fashion, on the morning of December 12th, representatives from specialized units of the Ministry (Quality Management Department, International Cooperation Department, Higher Education Department, Vocational Education and Continuing Education Department, and the Ministry's Office) met to review, discuss, and agree on a course of action to advise the Ministry's leadership on how to handle the issue.

Based on the available records, documents, and information, and in comparison with current legal regulations, the relevant specialized units of the Ministry have found this to be a complex issue involving multiple legal entities (London Fashion College - Hanoi Co., Ltd.; London Academy of Design and Fashion (Hanoi); London Vocational College of Design and Fashion (Hanoi); London Fashion Academy; Liverpool John Moores University, etc.), with indications of non-compliance with current regulations on international training partnerships.

Therefore, it is necessary to continue requesting relevant agencies, organizations, and individuals to report and provide more information on the training activities, joint training programs, and diploma issuance of the London College of Design and Fashion to verify and clarify the issues raised by the press and students.

"The Ministry of Education and Training is also considering establishing an inspection team to conduct a comprehensive review of the activities of the London College of Design and Fashion within the scope of the Ministry's state management," the Ministry of Education and Training stated.

Representatives from the Ministry of Education and Training affirmed that they will handle the case in accordance with the law, strictly address any violations (if any) within their authority, and ensure the legitimate rights and interests of students based on full compliance with current regulations.

Previously, many former students of the London College of Design and Fashion stated that they had studied programs at Liverpool John Moores University (UK) and received direct training at the London College of Design and Fashion.

However, when some students went to the Quality Management Department of the Ministry of Education and Training to verify their diplomas, they discovered that their university diplomas did not meet the requirements for recognition in Vietnam.

The reason this program has not been licensed by the Ministry of Education and Training for training in Vietnam is because students are not allowed to study and reside in Vietnam.
