This view was expressed by National Assembly delegate Tran Khanh Thu (Hung Yen) when giving comments on the draft revised Law on Higher Education on the morning of November 20.
The establishment, division and separation of schools and training units, according to the draft law, will be regulated in sub-law documents. However, delegate Tran Khanh Thu said that some fields need strict specific regulations in opening training majors in the law, not only related to infrastructure but also the capacity and qualifications of lecturers of each different major.

“It is absolutely necessary to add regulations on principles in the law because the quality of a generation trained is very important. It is impossible for a doctor trained from a school with 25-28 points to be the same as a doctor admitted through an examination or with only 15 points,” Ms. Thu stated.
Therefore, the female delegate suggested that the law should add regulations for health training facilities to ensure practice facilities (practice hospitals; not just laboratories and pre-clinical centers as currently regulated), in order to meet the specific nature of the industry and international integration.
Regarding the addition of postgraduate training in the health sector to the national education and training system, delegates from Hung Yen province were concerned that the Education Law did not have any content mentioning this issue.
And the explanatory report still points out the reasons for not recognizing postgraduate training degrees in the health sector in the national training degree system. This is a matter of great concern for the current health sector staff, according to Ms. Thu.
This, Ms. Thu said, is "unfair to the post-graduate training system in the medical field."
The female delegate affirmed that the structure of postgraduate training programs in health majors is completely consistent with academic training programs and complies with current training regulations.
Along with the legal basis, Ms. Thu pointed out that the practice of training in health specialties is the next stage after university training, which is being widely applied to medical professionals in most countries.

In Vietnam, we are also implementing postgraduate specialized training in the health field. In addition to the master's and doctoral forms, there are three other forms: Level I Specialist, Level II Specialist and Resident Doctor.
However, the above degrees are not yet part of the national education system. “The health sector strongly recommends adding postgraduate degrees in the health sector to the national degree system so that more than 40,000 health workers have a legal basis to recognize their degrees and move towards international standards,” Ms. Thu emphasized.
The female delegate proposed to add to the draft law the content of "specialized specialized training, postgraduate level in the health field to improve the professional practice capacity of learners", and at the same time add the responsibility of the Minister of Health in promulgating regulations related to university and postgraduate training in health majors.
