The Ministry of Education and Training has received information and feedback from students and some media outlets regarding the recognition of diplomas awarded under the joint training program between London College of Design and Fashion and Liverpool John Moores University (United Kingdom).
Regarding these matters, the Ministry of Education and Training provides the following information:
Firstly, regarding the proposal to recognize university degrees awarded by Liverpool John Moores University (UK) to certain students:
Immediately after receiving the applications for diploma recognition from several students, based on the documents and confirmation from the London College of Design and Fashion ; and pursuant to point a, clause 3, Article 4 of Circular No. 13/2021/TT-BGD&ĐT dated April 15, 2021, of the Ministry of Education and Training, which stipulates the conditions, procedures, and authority for recognizing diplomas issued by foreign educational institutions for use in Vietnam, the Quality Management Department (Ministry of Education and Training) issued the following responses. The documents clearly stated that the university-level diplomas issued by Liverpool John Moores University to these students do not meet the current requirements for recognition.
Secondly, regarding the information reported in the press concerning the recognition of diplomas and collaborative training activities related to the London College of Design and Fashion:
Immediately after receiving media reports regarding the recognition of diplomas and joint training activities related to the London College of Design and Fashion, on the morning of December 12, 2025, representatives from specialized units of the Ministry (Department of Quality Management, Department of International Cooperation, Department of Higher Education , Department of Vocational Education and Continuing Education, and the Ministry's Office) met to review, discuss, and agree on a course of action to advise the Ministry's leadership on how to handle the issue.
Based on the available records, documents, and information, and in comparison with current legal regulations, the relevant specialized units of the Ministry have found this to be a complex issue involving multiple legal entities (London Fashion College - Hanoi Co., Ltd.; London Academy of Design and Fashion (Hanoi); London Vocational College of Design and Fashion (Hanoi); London Fashion Academy; Liverpool John Moores University, etc.), with indications of non-compliance with current regulations on international training partnerships.
Therefore, it is necessary to continue requesting relevant agencies, organizations, and individuals to report and provide more information on the training activities, joint training programs, and diploma issuance of the London College of Design and Fashion to verify and clarify the issues raised by the press and students.
The Ministry of Education and Training is also considering establishing an inspection team to conduct a comprehensive review of the activities of the London College of Design and Fashion within the scope of the Ministry's state management.
The Ministry of Education and Training affirms that it will handle the case in accordance with the law, strictly dealing with any violations (if any) within its authority; while ensuring the legitimate rights and interests of students based on full compliance with current regulations.
The Ministry of Education and Training will closely coordinate and provide timely information to the press when verification and handling results are available.
