According to the guidelines, for officials working in public preschools, primary schools, and secondary schools under the management of the People's Committee of wards, communes, and special zones (commune level), the People's Committee at the commune level is responsible for implementing and guiding the salary regime.
For officials at public service units under the Ho Chi Minh City Department of Education and Training, the Director of the Department of Education and Training decides on the following matters:
Regular salary increases, seniority allowances exceeding the standard rate, and other salary regimes and policies for managerial staff under the appointment authority of the Ho Chi Minh City Department of Education and Training, except for cases stipulated in point b, clause 8, Section I of document No. 1397/HD-UBND dated August 27, 2025, of the Ho Chi Minh City People's Committee.
Regular salary increases, seniority allowances exceeding the standard rate, and other salary benefits for civil servants holding professional titles of Grade I (salary category A2), Grade II, and equivalent at public service units that partially self-finance their operating expenses and public service units whose operating expenses are fully covered by the State, under the direct management of the Department.
Advancement of salary grades for civil servants in public service units that partially self-finance their operating expenses and public service units whose operating expenses are fully covered by the State, within the scope of management, will be based on the percentage of advance salary grade granted.
Heads of public service units that partially self-finance their operating expenses and units whose operating expenses are fully covered by the State have the right to decide:
Regular salary increases, seniority allowances exceeding the standard rate, and other salary benefits for civil servants holding professional titles of rank III and equivalent or lower within the scope of management.
Salary classification, salary grade promotion (regular, early), and seniority allowance exceeding the standard rate for civil servants holding professional titles of Grade I (Type A2) and Grade II and below in public non-profit units that are self-financing for recurrent expenditures and units that are self-financing for both recurrent and investment expenditures.
For dossiers under the authority of the unit head: The unit head is responsible for implementing, checking, reviewing, evaluating, and approving dossiers according to regulations; issuing decisions when dossiers are valid, meet standards, and ensuring proper archiving as required.
For dossiers falling under the jurisdiction of the Director of the Ho Chi Minh City Department of Education and Training, the head of the unit is responsible for reviewing, compiling, and submitting the dossiers to the Department for consideration and decision.
