During the meeting, Ms. Silvia Danailov expressed her sympathy for Vietnam's difficulties following the recent natural disasters.
Affirming the opportunities for Vietnamese education at this time, given the special attention it receives from the Party and State leaders, Ms. Silvia Danailov also outlined several key areas where she wishes to continue collaborating with Vietnamese education.
The key issues emphasized are inclusive education, meeting the diverse needs of all students, including children with disabilities, children with neurological differences, ethnic minorities, and other vulnerable groups. Alongside this are digital inclusion for students; education promoting gender equality, especially for girls in disadvantaged areas; equipping students with green skills; strengthening capacity for disaster prevention and mitigation in education; mental health and psychosocial support for children…


Minister Nguyen Kim Son highly appreciated the support of the United Nations Children's Fund (UNICEF) for Vietnamese education in recent years, especially policies supporting children and ensuring equity in education.
The Minister shared two prime examples of UNICEF's partnership with Vietnam's education sector: the series of learning projects for children from 2017-2021 and the learning and skills project for children from 2022-2026. These are two important projects supported by UNICEF, spanning nearly 10 years, helping to enhance the capacity of Vietnam's general education system.
In addition, last July, the GPE organization, with the active support of UNICEF, approved funding for the project “Learning Platform for All - Strengthening Vietnam’s Education System for Equity and Inclusion” (SCG project) with a total budget of 2.35 million USD.

During the exchange, the Minister informed Ms. Silvia Danailov about important new policies in Vietnamese education, such as: Resolution No. 71-NQ/TW on breakthroughs in education and training development; and four new laws in the field of education that will all take effect from January 1, 2026.
Resolutions of the National Assembly on some specific and outstanding mechanisms and policies to achieve breakthroughs in education and training development; Resolution on the investment policy for the National Target Program on modernization and improvement of the quality of education and training in the period 2026-2035; Resolution on universal preschool education for children aged 3 to 5; Resolution on exemption from tuition fees for preschool children, primary and secondary school students, and learners in general education programs in educational institutions belonging to the national education system…
The Ministry of Education and Training and UNICEF have always had a good relationship and close cooperation in many fields and projects in different localities. The cooperation between the two sides has made important strides in ensuring quality education for all children, especially children from ethnic minorities and disadvantaged backgrounds.
