Strategic steps forward for higher education in Dien Bien

Creating favorable conditions for maintenance and development.

On December 1st, the Ministry of Education and Training issued Decision No. 3333/QD-BGDĐT on the establishment of the Thai Nguyen University Branch in Dien Bien Province. According to the Decision, the new branch is established based on the restructuring and reorganization of Dien Bien Teacher Training College and Dien Bien Medical College.

Thai Nguyen University is responsible for coordinating with the People's Committee of Dien Bien province and relevant agencies to carry out the handover of all staff, employees, students, finances, assets, and records of the two former training facilities. This handover must ensure consistency, compliance with legal regulations, and no disruption to existing training activities.

The Dien Bien branch of Thai Nguyen University is built on the existing facilities of Dien Bien Teacher Training College (main campus) and Dien Bien Medical College (second campus). The total land area of over 53,400 m² includes lecture halls, laboratories, practice rooms, dormitories, a library, a multi-purpose building, etc., which have been assessed as functional and capable of being effectively utilized for undergraduate and postgraduate training.

Inheriting all existing facilities not only saves initial investment resources but also facilitates the maintenance and development of training activities during the transition period.

During the 2025–2026 period, the branch campus will continue to maintain its existing training programs to ensure stability, including two college-level programs (Early Childhood Education, Nursing) and three vocational programs (Nursing, General Practitioner, Pharmacy).

At the same time, Thai Nguyen University will prepare the necessary conditions to ensure quality and open new undergraduate programs as soon as possible, such as: Primary Education, Preschool Education, Tourism and Travel Service Management, and Vietnamese Language and Culture.

From 2026 to 2030, the branch campus is expected to expand into a multi-disciplinary, multi-field higher education institution, in line with the socio-economic development needs of the Northwest mountainous region. Many new training programs are proposed, including specialized programs of significant importance to the locality such as Hmong language pedagogy, Forestry (specializing in integrated agriculture and forestry), Animal Husbandry and Veterinary Medicine, Agricultural Technology, Economics or Digital Economics, Chinese Language, and Natural Science Education...

According to calculations, the annual enrollment size of the branch campus will range from 450 to 700 students across all levels. This size is appropriate for the current capacity and also provides room for long-term development.

Associate Professor Hoang Van Hung, Director of Thai Nguyen University, emphasized: “We consider this a strategic task and a social responsibility of a regional university. Thai Nguyen University has issued a policy to attract talented individuals, especially young lecturers with high qualifications, dedication, and a desire to contribute long-term in Dien Bien.”

Besides the efforts from Thai Nguyen University, the People's Committee of Dien Bien province also committed to providing maximum support and affirmed that the establishment of the branch campus is a key project in developing high-quality human resources, one of the province's important breakthroughs.

Strategically located near Laos and Yunnan Province (China), the Dien Bien branch of Thai Nguyen University is expected to become a bridge for education and culture between Vietnam and neighboring regions.

The planned opening of a Chinese Language major, along with other majors catering to international students such as Vietnamese Language and Vietnamese Culture, will create opportunities to attract Lao and Chinese students.

Establishing a branch campus of Thai Nguyen University right in Dien Bien opens up opportunities for thousands of students from remote areas to access higher education, thereby enabling them to study in their hometowns and significantly reducing living and study costs.

Establishing a branch campus of Thai Nguyen University is not just about upgrading a local training facility. It is also a strategic step to strengthen the quality of human resources, a key factor in achieving Dien Bien's socio-economic development goals in the coming period.

With the province implementing numerous key projects, developing historical and cultural tourism, and transforming its agricultural structure, the demand for university-educated personnel in various fields is immense. The new branch campus will play a crucial role in providing a stable workforce, meeting the requirements of integration and development.
