In his opening remarks at the session, Chairman of the Thanh Oai Commune People's Council Bui Hoang emphasized: 2025 is a particularly important year for Thanh Oai commune – a year of "accelerating, breaking through, and reaching the finish line" for the 2021-2025 goals, and also the first year the commune operates a two-tiered local government model after the reorganization of administrative units. In the context of expanded boundaries, a rapidly increasing migrant population, and increasingly demanding management requirements, the commune must both urgently consolidate its organizational structure and ensure the completion of socio -economic development targets. With high determination, in 2025 the commune achieved and exceeded 11 out of 11 socio-economic targets assigned by the Hanoi City People's Committee and the Commune People's Council Resolution. The people's living standards continue to improve, and their trust in the Party Committee and the government is strengthened.

In this context, the Third Session is of great importance, assessing the implementation of the two-tiered local government model over the past five months; comprehensively evaluating the results of socio-economic development, national defense and security tasks in 2025, as well as making policy decisions to lay the groundwork for 2026.
At the session, the People's Council of Thanh Oai commune will consider and decide on many important issues: Reviewing reports from the People's Committee of the commune, the Standing Committee of the People's Council, the Economic and Budget Committee, the Culture and Social Affairs Committee, and the Fatherland Front Committee on the implementation of tasks in 2025 and the direction of tasks in 2026. Discussing and approving resolutions with high orientation for the development of Thanh Oai commune such as: Resolution on the socio-economic development and national defense and security plan for 2026; Resolution on the budget revenue and expenditure estimates, budget allocation and public investment plan for 2026; Resolution on approving the staffing of officials and civil servants in agencies in the commune in 2026. At the same time, exercising the right to question and answer questions on pressing issues of concern to voters and representatives.

Comrade Bui Hoang Phan, City Party Committee member, Party Secretary, and Chairman of the People's Council of Thanh Oai commune, delivered a speech at the meeting.
In his capacity as a representative of the people, Chairman of the People's Council of Bui Hoang Phan commune urged the commune's People's Council representatives to fully promote the spirit of democracy and intellect, focus on studying documents, actively discuss, question, and contribute opinions so that the session can formulate correct, directional, and highly feasible policies that are closely aligned with the local reality. 2026 must be the year of "Breakthroughs in Governance and Discipline" in the context of implementing the 2026-2030 Five-Year Plan.
Reporting on the socio-economic development situation in 2025 and the socio-economic development plan for 2026, Vice Chairman of Thanh Oai Commune People's Committee Nguyen Hong Hai stated: In 2025, in accordance with the Central and City's policy on continuing to innovate and streamline the organizational structure of the political system for effective and efficient operation, right from the time the Commune People's Committee operates under the two-tiered local government model, the Commune People's Committee and its Chairman will closely follow and proactively implement the directives of the Central Government, the City, the Commune Party Committee, and the Resolutions of the Commune People's Council to carry out socio-economic development in the commune.

Comrade Nguyen Hong Hai, Vice Chairman of the People's Committee of Thanh Oai commune, received and addressed several issues within the authority of the People's Committee of the commune.
Under the leadership and guidance of the City, the Party Committee, the supervision of the Commune People's Council, and through various proactive measures and solutions, the Commune People's Committee has focused on decisively and closely followed the socio-economic tasks and targets assigned by the City and the Commune People's Council, resulting in outstanding achievements in the commune's socio-economic situation. All 11 targets assigned by the City and the People's Council have been completed. Total commune budget revenue reached 612 billion 473 million VND, achieving 102%. State budget revenue in the commune reached 11 billion 409 million VND, achieving 108%, exceeding the planned budget. This result demonstrates the effectiveness of revenue management, creating favorable conditions for the implementation of regular expenditure tasks and development investment.
Public investment has always been identified as a crucial task by the commune. The People's Committee of the commune has decisively directed and promptly resolved difficulties and obstacles; accelerating land clearance for projects such as: the Kim An - Do Dong inter-commune road project; the upgrading and expansion project of National Highway 21B in Thanh Mai; the Kim Thu - Do Dong - Thanh Van road project, etc.

The delegates voted to approve the Resolution of the session.
Economically, agricultural production continues to shift towards ecological, modern, and high-tech applications. The total planted area for the summer crop reached 1,200.32 hectares, with an estimated yield of 58.5 quintals/hectare. Notably, the commune has successfully expanded sustainable production models such as VietGAP rice, organic farming, and safe vegetable production, and has initially established effective product consumption linkages.
Investment, land management, and infrastructure development have made breakthrough progress: The commune government has focused on decisively directing infrastructure development projects, including the final settlement and repayment of debts for 05 completed projects.
Social welfare work has been absolutely ensured: The commune has distributed over 1,191 gifts with a total cost of over 2.1 billion VND to people with meritorious service during major holidays. The commune has reviewed and proposed to the City for housing support for 18 cases of people with meritorious service to the revolution (11 households for new construction and 7 households for repairs). To date, 100% of households in the commune have solid or semi-solid houses; no households are living in temporary or dilapidated houses. The health insurance coverage rate has reached 95.15%.
Administrative reform and digital transformation have been identified as key tasks. The commune has strongly implemented digital transformation, established and strengthened 28 community-based digital transformation teams, and organized campaigns with the motto "Going to every alley, knocking on every door, guiding every person," bringing online public services closer to the people. Political security and social order and safety have been maintained stably.

At the meeting, the Thanh Oai Commune People's Council proceeded to dismiss Mr. Nguyen Van Chan from his position as a member of the Commune People's Committee, term 2021-2026, due to his resignation as Commander of the Commune Military Command.
On the same day, the Committees of the Commune People's Council approved the verification reports; delegates focused on questioning and answering questions, discussing the tasks of socio-economic development, security, national defense, revenue and expenditure budget for 2025, key tasks for 2026; pressing social issues of concern to delegates and voters; and simultaneously voted to approve important resolutions, creating a legal basis for implementing socio-economic development tasks in 2026.
