Prime Minister Pham Minh Chinh emphasized the need to resolutely combat and strictly handle acts of exploiting loopholes and leniency in the law to profit from policies, as well as situations where superiors "legalize" actions taken by subordinates.

On December 13th, the Ministry of Justice held a national conference to summarize and implement tasks related to judicial work. The conference was attended by Prime Minister Pham Minh Chinh, Head of the Central Internal Affairs Committee Phan Dinh Trac, and other leaders of the Party and State.

The report shows that during the 2021-2025 term, ministries and agencies advised the Government to submit to the National Assembly the largest volume of legislative tasks ever, with nearly 180 draft laws and resolutions. In 2025 alone, 99 draft laws and resolutions were submitted to the National Assembly; and 4,974 legal documents were submitted for promulgation or promulgated under their authority.

The field of civil enforcement also saw many notable achievements. Throughout the term, agencies completed over 2.8 million cases, recovering more than 476,745 billion VND, an increase of 132.24% compared to the 2016-2020 period. Assets recovered in corruption and economic crime cases amounted to over 90,000 billion VND.

In his directive speech at the conference, Prime Minister Pham Minh Chinh highly appreciated the results achieved by the Ministry of Justice and requested that they focus on effectively implementing the "3 strategic directions" and "6 key tasks".

Eliminate the "managing without knowing" mindset.

In particular, the judicial sector needs to prioritize the comprehensive development of institutions, with a focus on the legal system; innovate the mindset of lawmaking, shifting from "management by law" to "creating development institutions"; eliminate the mindset of "managing without knowing" or "prohibiting if it cannot be managed"; promote decentralization and delegation of power coupled with resource allocation, improve the implementation capacity of lower levels, and strengthen supervision and inspection.

Simultaneously, there should be widespread application of information technology, artificial intelligence, and big data in the field of justice; priority should be given to developing high-quality judicial human resources who are ethical, possess strong political convictions, have in-depth expertise, understand international law, are proficient in technology, and are persistent and resourceful, especially in the face of new and innovative issues.

The Prime Minister also noted the need to focus on researching and perfecting the law-making process in line with the innovative approach to lawmaking and the orientation towards improving the structure of Vietnam's legal system; and to find breakthrough solutions to thoroughly overcome the situation of delays and backlogs in issuing detailed regulations for laws, ordinances, and resolutions.

Simultaneously, the plan aims to accelerate the progress and completion of the construction and connection of specialized databases of the Ministry of Justice with the National Population Database and other databases; and to implement the provision of full-process online public services in key areas, shortening processing times and reducing compliance costs for citizens and businesses.

Don't let superiors "legitimize" subordinates' actions.

Another issue emphasized by the Prime Minister is the strict implementation of streamlining the organizational structure to ensure efficiency and effectiveness, coupled with building a team of judicial officials with the qualities, capabilities, and qualifications to meet the requirements of the new era.

Ministries and agencies should proactively continue to review and develop plans to definitively address difficulties and obstacles arising from legal regulations, minimize administrative procedures, and reduce compliance costs for citizens and businesses.

In particular, every agency, unit, official, and public servant must uphold the spirit of the rule of law, set an example in complying with and enforcing legal regulations; resolutely fight against and strictly handle acts of exploiting loopholes and leniency in the law to profit from policies and situations where superiors "legalize" actions for subordinates, and promote the role of inspection and supervision, and the role of the people as masters.
