Teacher seniority allowance scheme

GD&TĐ - Readers have asked about the seniority allowance for teachers.

Prior to being recruited as an education official, I had worked and contributed to mandatory social insurance in the relevant sector/field for one year and one month, performing professional duties suitable to the job requirements. I was recruited as a civil servant on September 1, 2020, and was appointed to my professional title and assigned a salary (no probationary period).

On August 1st, 2024, I completed 5 years (60 months) of teaching and education with mandatory social insurance contributions, and was entitled to a seniority allowance of 5%. From August 1st, 2025, I will be entitled to a seniority allowance of 6%. I would like to ask if my entitlement to this seniority allowance is correct or incorrect? The seniority allowance for teachers is implemented according to the regulations in Government Decree No. 77/2021/ND-CP dated August 1, 2021. Accordingly, teachers who have participated in teaching and education and contributed to compulsory social insurance for 5 years (60 months) are entitled to a seniority allowance equal to 5% of their current salary plus leadership position allowance and above-the-standard seniority allowance (if any). From the sixth year onwards, an additional 1% is added for each year (12 months).

Clause 1, Article 3 of the above Decree stipulates that the time for calculating seniority allowance is determined by the sum of the following times: Time spent teaching and educating with mandatory social insurance contributions in public educational institutions; Time spent teaching and educating with mandatory social insurance contributions in non-public educational institutions (for teachers currently teaching and educating in public educational institutions who previously taught and educated in non-public educational institutions).

The working time eligible for seniority allowance includes: working time classified according to one of the salary grades or titles in the customs, court, prosecution, auditing, inspection, civil enforcement, forestry, national reserves, and Party inspection sectors; working time eligible for seniority allowance in the military, police, and intelligence services; and working time eligible for seniority allowance in other sectors or professions (if any). This also includes time spent on mandatory military service as prescribed by law, provided that the individual was already receiving a seniority allowance prior to their service.

Based on the above regulations, the time you spent teaching and educating, and the time you contributed to mandatory social insurance before being recruited, will be counted towards your eligibility for seniority allowance as a teacher.
