The seniority allowance for teachers is implemented according to the regulations in Government Decree No. 77/2021/ND-CP dated August 1, 2021. Accordingly, teachers who directly participate in teaching and education and have contributed to compulsory social insurance for 5 years (60 months) or more are entitled to a seniority allowance equal to 5% of their current salary, plus leadership position allowance and above-the-standard seniority allowance (if any).
According to your letter, you were recruited as a civil servant in the Education sector in March 2020, and after completing your probationary period, you were appointed to the professional title of primary school teacher in September 2020. Previous teaching time under contract, if you did not participate in mandatory social insurance, will not be counted towards your eligibility for seniority allowance.
Therefore, from the time you are appointed to the position of primary school teacher, after contributing to mandatory social insurance for 5 years (60 months), you are eligible to receive the seniority allowance for teachers as prescribed.
