Many synchronized and decisive solutions have been implemented in the work of universalizing and eradicating illiteracy.
In recent years, Tra Tan commune (Da Nang city) has become a shining example in the work of universal education and illiteracy eradication thanks to its systematic, synchronized approach and the strong involvement of the entire political system. The commune's People's Committee promptly issued guiding documents, established a Steering Committee for universal education and illiteracy eradication for the period 2025-2030, and assigned specific tasks to each member.
Schools work closely with the commune police in updating data on students transferring in and out, thereby ensuring that the database used for verifying and certifying universal education and literacy eradication is always accurate and complete.
In addition, Tra Tan commune has implemented the Decree 20/2014/ND-CP on universal education and literacy eradication; Circular 07/2016/TT-BGDĐT; Directive 29-CT/TW on compulsory education and student streaming; and documents from the Department of Education and Training and the People's Committee of the city on universal education. Based on this, the commune has developed many plans and programs to promote and encourage people, especially young people, to participate in learning and improve their skills.

Mr. Nguyen Thanh Tu, Vice Chairman of the People's Committee of Tra Tan commune, shared: "Universal education and literacy eradication are not only the tasks of the education sector but also the shared responsibility of the entire society. We always provide decisive direction and mobilize the joint efforts of various departments, organizations, and each village and household. This is the key to helping Tra Tan maintain and improve the standards of universal education year after year."
Thanks to coordinated and unified efforts, the universal education and literacy eradication program in Tra Tan commune achieved many outstanding results in 2025. At the preschool level, the enrollment rate of 5-year-old children reached 100%, and 100% of children completed the preschool education program; children with disabilities were given opportunities to access education. At the primary school level, the universal education standard at level 3 was maintained with a 100% enrollment rate, and 100% of children completed the program.
At the lower secondary level, the commune maintains a level 2 ranking close to level 3, with a lower secondary school graduation rate exceeding 96%; students with disabilities receive full learning support. The universalization of upper secondary education also shows positive results, with over 86% of students continuing their education in upper secondary school, continuing education programs, or vocational training; the upper secondary school graduation rate is projected to reach 100% by 2025.

In particular, significant progress has been made in literacy programs. The literacy rate for those aged 15-25 has reached 100%; the literacy rate at level 2 for the 15-35 age group has reached 99.67%. The entire commune no longer has any individuals classified as level 1 illiterate, with only 7 cases in the 15-35 age group classified as level 2 illiterate. With these results, Tra Tan has been recognized as having achieved level 2 literacy standards.
According to Mr. Nguyen Thanh Tu, this result was achieved thanks to the perseverance and dedication of the teachers, village officials, and relevant departments. "We didn't stop at just campaigning; we also closely monitored each case, especially young people and ethnic minorities, to support them in accessing appropriate education. The goal is to ensure that no one is left behind in their lifelong learning journey," Mr. Nguyen Thanh Tu emphasized.
Maintain the achievements and aim for sustainable standards in the coming years.
Despite positive results, Tra Tan commune still faces some difficulties such as insufficient documentation for household surveys, a low literacy rate (level 2) among those aged 15-60, and an unsustainable high school enrollment rate for young people after lower secondary school. To overcome these challenges, the commune is strengthening propaganda efforts, maintaining and improving the quality of universal education; investing in school infrastructure; training teachers; and applying digital transformation in education management.
The People's Committee of Tra Tan commune aims to maintain 100% of 5-year-old children attending preschool and 100% of children completing the preschool education program by 2026; maintain universal primary and lower secondary education at level 3; and increase the literacy rate among people aged 15 to 60 to over 85%. Simultaneously, the commune will continue to implement student streaming after lower secondary school graduation, aiming for at least 80% of students to continue their education at upper secondary school and over 10% to pursue vocational training.
The commune also focuses on the activities of the Steering Committee for Universal Education and Literacy Eradication; strengthens inspection and updating of population data, and mobilizes socio-political organizations to participate in encouraging students to attend classes. Schools are required to maintain student enrollment, innovate teaching methods, and organize many experiential activities to create a friendly learning environment and attract students to school.

The journey of eradicating illiteracy and universalizing education in the locality is clear evidence of the determination to ensure that no one is left behind the door of knowledge,” shared the Vice Chairman of the People's Committee of Tra Tan commune.
