The Ho Chi Minh City Department of Education and Training has just submitted a draft plan for the restructuring of public education institutions in Ho Chi Minh City to solicit feedback from departments, agencies, the People's Committees of communes, wards, special zones, universities, and related educational institutions in Ho Chi Minh City.
According to the draft, for universities: Two universities will remain unchanged: Pham Ngoc Thach University of Medicine and Thu Dau Mot University. One university will be reorganized: Saigon University (merging Ba Ria - Vung Tau Teacher Training College into Saigon University). Six colleges will remain unchanged.
For vocational colleges and technical schools: Six schools remain unchanged, including: Vietnam-Singapore College; Vietnam-Korea Binh Duong College; Ba Ria-Vung Tau College of Technology; Thu Duc College of Technology; Ho Chi Minh City College of Architecture and Construction; and the Semi-Public College of Technology and Business Administration.
Reason: These institutions meet legal regulations regarding the conditions for ensuring training quality (in terms of land area, school facilities, training equipment, and teaching staff); have a good reputation in society for the quality of their training; are oriented towards building high-quality colleges, regional centers for vocational practice, and serve as leading institutions for vocational education in the city.

Two schools managed by businesses were not included in the arrangement: Saigontourist Tourism and Hotel Vocational School; and Suleco Vocational School.
The Ho Chi Minh City Department of Education and Training announced that after the restructuring, there are now 21 units (excluding 2 vocational schools managed by businesses), including: 3 universities, 17 colleges, and 1 vocational school (under the direct management of the Department of Education and Training).
According to the restructuring and merger plan, Ho Chi Minh City will retain 1,930 public service units in the education sector under the management of the commune-level People's Committees.
The proposed arrangement for preschools, primary and secondary schools, and units under the Department of Education and Training is as follows: Maintain the current 198 public service units under the Department of Education and Training, including: 170 high schools and multi-level general education schools; 3 public preschools; 22 centers supporting inclusive education and special education schools; 1 Center for Technical, Comprehensive and Vocational Education; and 2 existing centers with autonomous operating expenses: the Ho Chi Minh City Foreign Language and Informatics Center and the Information and Educational Program Center.
Ho Chi Minh City: Many new regulations on tutoring and supplementary classes are expected after the merger.The current 1,930 educational institutions under the management of the commune-level People's Committees will remain unchanged. The establishment of new schools will be based on the development of schools and classrooms in various localities according to demand.

The People's Committee of Ho Chi Minh City will consider and decide on the restructuring of agencies and units under its management authority in accordance with regulations. When implementing the restructuring, ensure that it does not reduce children's and students' access to education; that it ensures safety and convenience for children, students, and trainees in their journey to school; that mergers are not carried out if the geographical distance between residence and school is too far or transportation conditions are unsuitable; and that it meets the requirements of universal education and compulsory education...
