An Giang completes literacy eradication program, achieving level 2 standards.

GD&TĐ - An Giang province has completed its literacy eradication program, achieving level 2 standards and ensuring the right to education for its people, especially in ethnic minority areas.

According to a report from the Department of Education and Training of An Giang province, the locality has achieved the standards for universal preschool education for 5-year-old children; universal primary education at level 3; universal lower secondary education at level 2; and literacy eradication at level 2.

Based on practical experience, Mr. Le Huu Duyen – Specialist from the Department of Education and Training of An Giang province – shared many experiences aimed at improving the quality and effectiveness of literacy promotion work in the area.

Mobilize people to participate in literacy classes.

According to Mr. Duyen, the majority of illiterate people in An Giang are Khmer and Cham ethnic minorities with difficult economic circumstances, struggling to make a living, and exhibiting feelings of apprehension and inferiority, with limited contact with local authorities. However, they still have a need to read, write, and do calculations to facilitate their daily lives and information exchange.

Based on this reality, the education sector has identified effective factors in encouraging people to participate in XMC (Xoc Lam Thong Minh) learning, including: leveraging the role of influential figures in the community; using learners to motivate other learners; and selecting learning locations and times that are suitable to the specific occupations and religions of the people.

Promoting the role of community learning centers

One of the key solutions is to enhance the role and responsibilities of Community Learning Centers (CLCs). Previously, many CLCs primarily focused on planning, data updating, and reporting results; now, they have been assigned specific tasks and held accountable for their performance.

Through data analysis, the education sector has found that illiteracy is mainly concentrated in the age group of 35 to 60, mostly among ethnic minorities. Based on this, the Department of Education and Training proactively develops and implements plans to promote literacy, especially in ethnic minority and mountainous areas.

Specifically, the Department of Education and Training issued Plan No. 2461/KH-SGDĐT dated June 26, 2023, on implementing literacy programs for ethnic minority communities in 2023; and simultaneously directed relevant units to draft plans and assign specific targets. Leaders and specialists in charge of literacy programs in the District Departments of Education and Training (before July 1, 2025) were also invited to a meeting to agree on solutions and address difficulties in the implementation process.

Thanks to the timely coordination between the Education and Training Departments (before the merger) and the Culture and Social Affairs Departments (after the merger), the XMC plans were issued and implemented quickly and synchronously.

One of the key solutions in literacy campaigns is to enhance the role and responsibilities of Community Learning Centers (CLCs).

Specific results, flexible approach

During the period 2023–2025, the entire province opened 130 literacy classes, mobilizing 1,890 illiterate people aged 15 to 60 to attend; of which 1,134 people studied at level 1 and 756 people studied at level 2. To date, 680 people have been recognized as having completed level 1, while the rest are continuing their studies and have not yet undergone assessment for recognition.

To maintain student attendance and improve learning effectiveness, the Community Learning Centers (CLCs) have established Zalo groups, coordinating between center leaders, village committees, and teachers to exchange information and monitor attendance at each lesson. As a result, students receive regular attention and encouragement, the classroom atmosphere becomes increasingly lively, and the quality of lessons improves significantly.

In addition, through social outreach efforts, on the opening day of each XMC class, students receive gifts to encourage their learning spirit.

Policies to support and expand the scope of beneficiaries.

According to Mr. Duyen, advising on the issuance of guiding documents and support policies for participants in XMC training as well as the XMC training staff is of great importance, helping teachers to teach with peace of mind and students to study with confidence.

Notably, the An Giang Department of Education and Training also coordinated with Dinh Thanh Prison (Department C10) to implement Plan No. 665/KHPH-SGDĐT-TGĐT dated June 2, 2022, on organizing literacy classes, universal education, and vocational guidance for inmates in the period 2021–2030. As a result, 163 students participated in literacy classes, including 71 women.

Mr. Le Huu Duyen affirmed that the work of promoting literacy is a key task in raising the intellectual level of the people and contributing to the socio-economic development of the locality. To achieve sustainable results, it requires the synchronized involvement of all levels and sectors, along with creative approaches that are appropriate to the specific characteristics of each locality and target group.

According to statistics from the An Giang Department of Education and Training, the literacy rate for people aged 15 to 60 at level 1 is 96.81% (the illiteracy rate at level 1 is 3.19%); the literacy rate at level 2 is 94.47% (the illiteracy rate at level 2 is 5.53%).
