The Ministry of Education and Training stated that it has received information and feedback from students and some media outlets regarding the recognition of diplomas awarded under the joint training program between the London College of Design and Fashion and Liverpool John Moores University (United Kingdom).
Regarding the request for recognition of university degrees awarded by Liverpool John Moores University (UK) to several students, the Ministry of Education and Training stated that, immediately after receiving the applications for recognition from these students, based on the documents and confirmation from the London College of Design and Fashion ; and in accordance with point a, clause 3, Article 4 of Circular No. 13/2021/TT-BGDĐT dated April 15, 2021, of the Ministry of Education and Training, which stipulates the conditions, procedures, and authority for recognizing degrees awarded by foreign educational institutions for use in Vietnam, the Quality Management Department of the Ministry of Education and Training has issued written responses. These responses clearly state that the university degrees awarded by Liverpool John Moores University to these students do not yet meet the current requirements for recognition.
Regarding media reports concerning the recognition of diplomas and joint training programs related to the London College of Design and Fashion, the Ministry of Education and Training stated: Immediately after receiving media reports on the recognition of diplomas and joint training programs related to the London College of Design and Fashion, on December 12, 2025, representatives from specialized units of the Ministry of Education and Training, including the Quality Management Department, the International Cooperation Department, the Higher Education Department, the Vocational Education and Continuing Education Department, and the Ministry's Office, met to review, discuss, and agree on a course of action to advise the Ministry's leadership.

Based on available records, documents, and information, and in comparison with current legal regulations, the relevant specialized units of the Ministry of Education and Training recognize this as a complex issue involving multiple legal entities (London Fashion College - Hanoi Co., Ltd.; London Academy of Design and Fashion (Hanoi); London Vocational College of Design and Fashion (Hanoi); London Fashion Academy; Liverpool John Moores University, etc.) that appear to have not complied with current regulations on international training partnerships.
Therefore, it is necessary to continue requesting relevant agencies, organizations, and individuals to report and provide more information on the training activities, joint training programs, and diploma issuance of the London College of Design and Fashion to verify and clarify the issues raised by the press and students. The Ministry of Education and Training is also considering establishing an inspection team to conduct a comprehensive review of the activities of the London College of Design and Fashion within the scope of the Ministry's state management.
The Ministry of Education and Training also affirmed that it will handle the case in accordance with the law, strictly dealing with any violations (if any) within its authority; while ensuring the legitimate rights and interests of students based on full compliance with current regulations. The Ministry of Education and Training will closely coordinate and provide timely information to the press when verification and handling results are available.
Previously, many students and alumni of the London College of Design and Fashion had complained that, despite studying for a joint bachelor's degree program with a degree awarded by Liverpool John Moores University (UK) at a cost of hundreds of millions of VND, their university degrees did not meet the requirements for recognition by the Ministry of Education and Training according to current regulations.
This has caused frustration among students because it not only wastes their effort, money, time, and opportunities, but also negatively impacts their life direction, preventing them from securing jobs in public institutions or pursuing master's degrees in Vietnam.
