Nearly 3,200km of the main expressway route is expected to be opened for technical traffic.

At the 21st session, the Prime Minister assigned 28 tasks to ministries, agencies, and localities; to date, 11 tasks have been completed. These tasks focused on resolving difficulties and obstacles for the 3,000km expressway projects scheduled for completion by 2025, and accelerating investment preparation procedures to facilitate the commencement and inauguration of these projects on December 19th.

To date, the units have completed 11 tasks on time. These include projects scheduled to commence on December 19th, such as the Ho Chi Minh City-Trung Luong-My Thuan expressway; the Ho Chi Minh City-Moc Bai expressway; and the Tan Phu-Bao Loc expressway… Currently, the agencies are actively implementing 16 tasks. Of these, 8 are ongoing tasks, 8 are not yet due, and 1 task related to land clearance has not met the required progress.

According to the report of the Ministry of Construction and opinions at the meeting, in the past period, many projects under the Steering Committee such as the Bai Vot-Cam Lo expressway, Van Phong-Nha Trang expressway, Tan Son Nhat T3 passenger terminal… have been completed ahead of schedule, contributing to socio-economic development and the target of over 8% growth in 2025.

Despite the unusual weather patterns in 2025, which created numerous difficulties for construction work, ministries, agencies, localities, project management boards, contractors, consultants, officials, workers, and laborers worked enthusiastically and diligently, overcoming difficulties and making sacrifices, prioritizing quality and progress above all else.

The Ministry of Construction announced that it expects to complete 3,803km of highways by the end of 2025 (including 3,345km of main highway routes and 458km of access roads).

It is expected that on December 19th, 3,513km of expressways (including 3,188km of main routes and 325km of access roads) will be completed and opened for technical traffic. Simultaneously, 1,700km of coastal roads will be completed, and the Long Thanh International Airport will have completed its component projects to allow for technical flight operations… These results ensure the successful implementation of the Party's 13th National Congress Resolution on accelerating investment in transportation infrastructure.

Vinh Long province has one project on the list of key projects approved by the Prime Minister, which is currently under construction. This is the investment and construction project of the My Thuan-Can Tho expressway, phase 1, and the addition of an expressway interchange and a local access road section passing through Vinh Long province.

To date, localities have issued land acquisition notices, are carrying out procedures to approve specific land prices, and are urgently implementing the next steps to promptly hand over the land to the investor and construction contractor.

We need to be even faster and bolder.

Prime Minister Pham Minh Chinh - Head of the Steering Committee - warmly commended the proactive and positive involvement of the Steering Committee members, ministries, localities, investors, project management boards, contractors, and especially the team of officials, civil servants, engineers, and workers on the construction sites, who have strived with the spirit of "only talking about doing, not talking about retreating," "overcoming the sun, conquering the rain, not losing to storms and strong winds," working "3 shifts, 4 teams," "eating quickly, sleeping urgently," "working day and night, working on holidays," "working throughout holidays and Tet," recovering from delays caused by natural disasters and floods; and thanked the people for their consensus, support, and assistance in the implementation of projects and works.

This ensures the progress and improves the quality of important national and key projects, contributing to the disbursement of public investment, creating jobs for people and businesses, promoting economic growth, creating new development spaces, new industrial zones, urban areas, and services for the country and its regions and localities, increasing the added value of land, reducing input costs, transportation costs, and travel time, enhancing the competitiveness of goods and businesses, and facilitating travel for people and businesses, especially during Tet (Lunar New Year).

The Prime Minister requested that, with even greater speed and boldness, relevant agencies should focus intensely, proactively, and actively lead, direct, supervise, inspect, and resolve difficulties and obstacles related to land, construction materials, etc., in the quickest, most timely, and most effective way possible. Relevant entities should strengthen mutual support and assistance in project implementation with a spirit of "national solidarity and brotherhood," for the common good.

The Prime Minister also requested the completion of the target to put into operation at least 3,000km of expressways and approximately 1,700km of coastal roads.

Regarding Phase 1 of the Long Thanh International Airport Project, relevant units must strictly implement the directives of General Secretary To Lam, urgently review remaining tasks, and develop a specific and detailed plan to ensure the technical flight operation on December 19th. They should also continue to complete construction items and conduct trial operations to ensure commercial operation in early 2026.

Regarding preparations for the groundbreaking and inauguration ceremonies of construction projects on December 19th, the Ministry of Construction announced that as of December 8th, it had compiled a list of 245 projects and works in 34 provinces and cities, with a total investment of 1,345,415 billion VND.

The Provincial People's Committee organized online inauguration and groundbreaking ceremonies on December 19th, along with other major projects nationwide, including the commencement and inauguration of three projects. Specifically, the groundbreaking ceremony for the Dinh Khao Bridge Construction Project and the Social Housing Project in the Long Chau Ward Administrative and Residential Area; and the inauguration of the Phu Thuan Industrial Park Infrastructure Construction Project.

Regarding preparations for the groundbreaking and inauguration ceremonies on December 19th, the Prime Minister requested relevant entities to review and register additional projects, ensuring that all procedures and conditions for inauguration and groundbreaking ceremonies are met according to regulations.

In addition, the Prime Minister also strongly directed the work of emulation and commendation; proposed the allocation of resources; implemented warranty and maintenance of projects according to regulations; accelerated investment preparation procedures for projects to serve as a basis for implementation in the 2026-2030 period; ministries and sectors proactively implemented tasks, promptly supported and guided localities in resolving obstacles in implementation, and did not affect project progress;…

Regarding the proposals and recommendations, the Prime Minister instructed the Government Office to coordinate with the Ministry of Construction to fully synthesize the opinions and draft a Notice of Conclusion ensuring six "clear" points: "clear person, clear task, clear time, clear responsibility, clear authority, and clear product" to ensure effective and high-quality implementation.
