Accordingly, the Kien Xuong branch of the Social Insurance agency has determined that propaganda work must be linked to improving the quality, spirit, and attitude of service of its staff, civil servants, and employees, and to focusing on training and improving the knowledge and skills of collection staff and collaborators at the grassroots level to enhance customer care quality and best serve the rights of participants and beneficiaries of social insurance and health insurance policies. Along with that, it closely coordinates with the health sector to improve the quality of health insurance medical examinations and treatments, aiming for patient satisfaction. Mr. Vu Van Dat, Deputy Director of the Kien Xuong branch of the Social Insurance agency, said: "We have proactively implemented solutions to increase participation. For compulsory social insurance, the unit has assigned staff to coordinate with employers to fully fulfill their responsibilities towards employees in implementing social insurance and health insurance policies. We direct the specialized collection team to closely monitor the situation at the grassroots level and make predictions; In coordination with relevant departments, the unit inspects the implementation of labor policies; reviews the actual number of employees according to the monthly payroll of enterprises, focusing on employees reporting unpaid leave, employees whose leave has ended, and urges compliance with legal regulations on social insurance and health insurance contributions. Regarding health insurance, the unit strengthens inspection work, promptly preventing and strictly handling violations of health insurance laws. In addition, it diversifies forms of communication to create consensus and encourage people to actively participate, contributing to a rapid increase in health insurance coverage and creating a positive impetus for the implementation of social security policies in the area.

A key aspect of developing participation is leveraging the role of the collection staff and collaborators of social insurance and health insurance at the grassroots level. These individuals are close to the people, dedicated, and enthusiastic, always going door-to-door to disseminate information about social insurance and health insurance policies to families. Mr. Nguyen Trung Kien, a social insurance and health insurance collection staff member in Kien Xuong commune, despite his busy schedule, always takes advantage of convenient time to visit households and promote social insurance and health insurance policies. Mr. Kien believes that these are humane and superior policies of the Party and State, so he must promote them with enthusiasm and dedication to gain people's trust, support, and participation. This is not just the responsibility of a collection staff member, but more importantly, to ensure that people can participate in the social security system, receiving care and protection for their health and finances from a young age until old age. "From the beginning of 2025 until now, I have successfully encouraged nearly 50 people to participate in voluntary social insurance. Regarding health insurance, thanks to intensified propaganda efforts, the number of participants is increasing. Currently, the health insurance coverage rate in the commune is nearly 95%. We are actively promoting and encouraging people to participate in social insurance and health insurance to the highest possible level," said Mr. Kien.

Currently, the Kien Xuong branch of the Social Insurance agency manages nearly 27,000 social insurance participants; of which nearly 17,000 participate in compulsory social insurance, and nearly 10,000 participate in voluntary social insurance. The health insurance coverage rate is nearly 92%. Based on the initial results in expanding social insurance and health insurance coverage, the unit continues to implement many comprehensive solutions to rapidly increase the number of participants. According to Mr. Ly Cong Truong, Director of the Kien Xuong branch of the Social Insurance agency: The unit will actively monitor the progress of achieving the assigned targets for social insurance and health insurance in the area; at the same time, promote the role and effectiveness of the steering committee for implementing social insurance and health insurance policies. In addition, it will expand the network of collection staff, strengthen propaganda on methods, contribution levels, and benefits when participating in social insurance and health insurance; and instruct officials and employees to promote administrative procedure reform, further enhance their sense of responsibility and awareness of public service performance. Good coordination with collection service organizations ensures the rights of participants and beneficiaries of social insurance and health insurance policies, contributing to accelerating the rate of participation in social insurance and health insurance, gradually moving towards the goal of universal social insurance and health insurance.
